Job description / Role

Employment: Full Time

Job Purpose:
Manages the Projects including project studies, estimation, and planning. Integrate and coordinate efforts of various department and resources to ensure successful completion of all projects undertaken by Twozan Surveys.

Strategy Formulation:
1. Oversees the establishment and implementation of the Projects Departments policies, goals, objectives, and procedures.
2. Develops the Projects departmental business plans that are in line with Division/Business objectives.
3. Ensures new plans, policies, procedures, and transition/migration plans for the department are consistent with the overall goals and objectives of Twozan Surveys and respective Business division.

Budgeting and Control:
1. Monitors costs and resources in day-to-day activities
2. Holds responsibility for Departments staffing and budget projections.

Operational Tasks:
1. Prepares the Projects Departments annual operational plans
2. Prepares the Projects Departments budget and manpower plans in line with overall business operational plan.
3. Plan and manage the activities of project studies, estimation, and planning and Coordinate communication across projects.
4. Plan and implement project planning, estimation, and management systems.
5. Identify and develop project management methodology, best practices, and standards and ensure they are up-to-date with nationally and international recognized and accepted project management practices.
6. Oversee the development of project management plans and implementation of such plans.
7. Reviews projects and approves initial and final acceptance certificates.
8. Sets project schedules for internal purposes, coordinates communication efforts with v arious technical affairs department, and advises departments of any overlaps in schedules and provides input and feedback to rectify deviations.
9. Plan and allocate necessary human and technical resources to assigned projects.
10. Ensures that quality control procedures are established and applied throughout project stages.
11. Developing and managing project policies, procedures, templates, and other shared documentation.
12. Manages the schedule, scope of work and cost estimation for projects throughout their lifecycle.

Peoples Management:
1. When applicable, ensures subordinates and superiors are well informed at all times.
2. Evaluates subordinates performance in a fair, transparent, and objective manner on a periodic basis.
3. Handles difficult employee situations directly, using appropriate discretion, HR advice, and respect for the individual.
4. Creates an environment where Innovators can successfully achieve professional career path goals.
5. In partnership with Human Resources, evaluates and recommends the required training and development programs for subordinates to provide the needed training opportunities for professional growth.

Related Assignments:
1. Performs other related duties as assigned or directed.

Requirements

Education/Experience Profile:
1. Bachelors degree in surveying or other related field. Masters degree in a relevant field (MBA), preferred.
2. 7 years of experience in project management of which 3 years in management of survey projects.
3. Knowledge of Quality Management System and Occupational Health and Safety standards and measures related to his functions.
4. Certification (PMP, TQM), preferred.

Key Technical Skills:
1. Critical thinking, problem solving, and time management, communication, and interpersonal skills.
2. Competent knowledge in English and Arabic, Spoken and Written.
3. Relevant computer proficiency, experience in using Microsoft Office tools
4. Proficient in use of project management applications (Microsoft project, Primavera)
5. Conversant with proposals, construction, engineering, and consultative projects.
6. Knowledge of cost estimation methodologies.
7. Experience in dealing with contractors/ vendors/ subcontractors.
8. Knowledge of quality, health safety, and environment regulations and procedures.
