Job description / Role

Employment: Full Time

- Participate in weekly meetings with internal customers to ensure everyone is working cohesively
- Oversee the analysis of contract requests from the user departments and determine the appropriate method of procurement.
- Manage the preparation, processing and compilation of requests for proposal (RFPs) and requests for quotations (RFQs) to invite suppliers to submit proposals and quotations in line with internal customer requirements and in line with supplier capabilities.
- Maintain Purchase Requisitions listed under Contract Engineers Purchasing Group.
- Assist End User in the development of an annual Procurement Plan.
- Conduct negotiations with suppliers as required and as per the delegation of authority prescribed by Orpic management.
- Process Single Source procurement actions and process Pre-Qualification and Selective Bidding procurement actions.
- Prepare and float Tender documents.
- Assist in the preparation of technical recommendations, ensuring they are compliant.
- Preparation of commercial recommendations.
- Post award handling of all contract related issues like variations and supplier performance monitoring.
- Proactive expediting of all PC/POs especially all urgent and critical requirements.
- Assist and maintain relationships with vendors to ensure exchange of all relevant information so that purchases progress in line with timelines and requirements.
- Study market trends and provide relevant information and reports as required to keep internal customers informed of important developments and ensure on-going supply availability.
- Ensure complete procurement documentation are available in order to provide a clear audit trail. Respond to audit queries and ensure adherence to audit norms.
- Contribute to the effective resolution of practical contractual problems with an appreciation of the cost-effectiveness of solutions, and ensure unresolvable problems are referred promptly to a more senior colleague for attention.
- Monitor compliance with procurement policies & procedures to ensure an ethical and professional execution of all procurement activities.
- Provide supplier debriefing sessions, when requested, with unsuccessful respondents.
- Identify and execute, after agreement with leader, work related improvements.
- Proactively appraise customers on the status of their contract requirements and keep them up to date with the latest developments. Also, be reachable to the customers and be visible at the offices of the customers

Requirements

- MBA or Degree in Procurement, Supply Chain Management, Quantity Surveying, Business, Engineering.
- Professional Certification, MRICS or CIPS desirable. 10+ years of experience in procurement or in a similar industry.
- Experience of procurement of high value, complex projects utilizing differing types of standard forms of contract.

Skills:
- Good working knowledge of Contract Formation.
- Knowledge of Orpic Tender Law and Tender Procedures.
- Driving License.
- Good IT skills (SAP preferable).
- Excellent communication skills.

- Ability to work using own initiative and with minimum supervision.
- Outgoing personality and ability to deal with technical End Users.

- Ability to challenge End User approaches when not in compliance with Company policies and procedures.
