Job description / Role

Employment: Full Time

Description of role:
- Responsible for developing and administering all contract documents from the approved Purchase requisition, review of PR, seeking clarifications on technical input from user in order to ensure completeness of requisition before inviting tenders. Adhere company approved tender process till contract closeout including variations and resolving issue contractual issues for various types of contracts.
- Contract originator from developing, processing, obtaining approval and administering all contract documents from the tendering process to contract closeout including variations and resolving all related contractual issues for various types of company Contracts.

Job Responsibilities:
- Analyse & review the more complex purchase decision after co-coordinating with user as necessary and to arrive at the best procurement decision with the implementation of appropriate method of Tendering process.
- To ensure tenders are invited from right approved sources
- To conduct an initial in-depth techno commercial analysis of all bids jointly with end user departments, review of final analysis received from user after comparing floated Tender conditions.
- To ensure techno commercial evaluations of bids form are received from user department on time meeting department approved KPI / Time frame & also compliance with Orpics commercial terms & conditions and price requirements.
- Contribute from relevant experience and educational background to complex negotiations with suppliers, as per financial authority provided by Orpic, to ensure optimum price, delivery and best commercial terms.
- Ensure price received are compared with Last paid price and to ensure past contractors price is received unless declined offer. Analysis of Current price, Quality & delivery is compared with last purchase decision and best procurement method is concluded.
- Contribute to the effective resolution of practical purchasing problems with an appreciation of the cost-effectiveness of solutions, and ensure more complex problems are referred promptly to a more senior colleague for attention.
- Maintain data base for delivery of material / services as per approved contractual terms to ensure results to time targets, quality etc and also meeting with all relevant procedures and instructions are followed.
- Monitor compliance with procurement policies & procedures to ensure an ethical and professional business transactions are placed for all procurement related activities.
- Periodic review of existing procurement methods and ERP system and propose improvements wherever techno commercial aspects achieve better results. Also, support in implementation where required.
- To ensure procurement documentation meeting completeness is available on time as per business need & in order to provide a clear audit trail. Timely Respond to complex audit queries and ensure adherence to audit norms.
- To Study market trends explore market intelligence in order to provide relevant factual information to business stake holders as required to keep internal customers informed of important developments with regard to on-going supply availability.
- Preparation of Agreements after PO/ PC is placed meeting LOA conditions / PO-PC conditions / instruction to bidders/ form of tender/ form of agreements / general conditions & special conditions of contracts
- To lead agreement process as per delegation of authorities to ensure correctness & timely signing of all business contracts
- Follow up with Bidders with regard to contractual delivery terms meeting finalised commercial decisions.
- Assist in the custom clearance of goods and facilitate logistics services as per the Purchase Order / contractual terms in order to meet Orpic requirements.
- Coordinate with government agencies to facilitate licensing processes etc.

Requirements

- Bachelor degree in Engineering.
- Post Professional qualification in purchasing Management is preferred.
- Minimum 10 years work experience in refinery / petrochemical or other relevant process industries in Material Management department including handling of Procurement / Contracts agreements independently.
- Excellent facilitation and presentation skills
- Excellent skills in MS applications / discipline related software
- Excellent Planning, analytical and problem solving skills.
- Attention to details and strategy setting.
- Demonstrated ability to work collaboratively with and influence peers and other service units.
- Proven effectiveness in analysis execution, delivering results.
