Job description / Role

Employment: Full Time

Leads design team in planning and engineering design of mechanical process and piping systems for oil & gas and water infrastructure including oily wastewater pump stations and treatment plants and related facilities in coordination with other disciplines.

Leads the preparation of presentations, design reports, specifications, calculations, drawings, tender documents, procurement packages and cost estimates for FEED/EPC, design build and design, bid-build contracts.

Support the company in meeting design engineering of oil & gas and water infrastructure project targets and assist positioning the Middle East Operations for long-term growth.

Provide support to higher management in business development as may be required. (i.e. business proposal production, client liaison, business partner liaison, company promotion, project presentations, pursuance of potential DB projects in the field of oil & gas process plants and wastewater treatment facilities to improve its positioning for future growth.

Lead, implement and ensure that assigned mechanical engineering design or construction supervision projects are delivered and completed within the allocated budgets and schedule.

Study and acquire a deep understanding of assigned oil & gas and water project(s) contract requirements especially in terms of schedule, deliverables and finances.

Assist the PM in further detailing of the PMP into a more comprehensive Project Implementation Plan (PIP), identifying specific procedures that will address the mechanical and piping related requirements of a project.

Assist in preparing a Design Management Plan, employing innovative new engineering methods / techniques / technologies applicable to mechanical and piping work. Proactively implement these Plans in the course of delivery of the project.

Provide technical advice to team members on topics involving oil & gas, wastewater treatment plant, pumping systems as required, thereby improving design coordination and interface with other disciplines.

Interface with other Discipline Engineers to review and draw relevant engineering inputs and parameters necessary to design oil & gas and water infrastructure projects in accordance with Client/Project requirements.

Familiarize himself with the Parsons quality management system and the procedures required to deliver quality services and design products. Schedule intra-discipline reviews, inter-discipline reviews or peer-technical reviews as required. Coordinate with the corporate quality management team in scheduling internal project QA audits and implement audit outcome.

Liaise with the Client, Contractor and Parsons project management as required by the engineering design project to intensify good working relationships.

Serve as a resource person for in-house training sessions or peer-reviewer along the lines of his technical expertise or in the lines of engineering design project management for mechanical and piping design for oil & gas and water infrastructure projects.

Performs complex engineering tasks and particularly important engineering work efficiently and accurately.

Leads and prepares engineering reports with minimal supervision.

Completes a variety of assignments such as drawings, specifications, and other materials suitable for procurement and construction purposes. Frequently interfaces with other Engineering disciplines as well as other departments.

Prepares and issues specifications, data sheets, and other construction documents.

Provides technical guidance to lower level Design Engineers working on the same project.

Completes other responsibilities associated with this position as may be appropriate.

Assist if requested in the training and development of junior personnel to strengthen our capability and make us more competitive in current and future markets.

Provide high quality design engineering inputs to a range of mechanical related projects;

Improve engineering design efficiency;

Complete all projects on schedule and within man-hours and cost budgets;

Increase internal/external client satisfaction;

Improve internal/external client communications;

Decrease client changes.

Requirements

Degree in Mechanical Engineering from an internationally renowned University; preferably with Masters Degree in Mechanical Engineering. Must be a Professional Engineer, Chartered Engineer or equivalent status.

Minimum 15 years work experience planning and engineering design oil & gas and water mechanical process systems with progressively increasing responsibility. At least 10 years of recent similar design experience and 7 years as technical lead.

Qualified professional who can lead and coordinate specialized activity, discipline or team of moderate size and complexity. Leads in the formulation of advanced technical concepts.

Provides specialist services in support of project requirements. Independently performs highly complex professional assignments demanding contributions calling for the applications of specialized principles.

Must be able to demonstrate a sound understanding of mechanical design principles as applied to oil & gas and water infrastructure projects including process plant, pumping stations and pipelines.

Experience should include preparation of water and infrastructure designs for either municipal, industrial or petrochemical projects.

Conversant in the use of engineering software packages including hydraulic surge analysis, pipeline stress analysis and process equipment selection e.g. pumps, air blowers and valves. Proficient in computer applications for engineering design (CAE/CAD) of mechanical systems for oil & gas infrastructure.

Sound knowledge of relevant local and international standards and codes of practice.

Experience of working on FEED projects will be considered an advantage.

Highly experienced in the implementation of engineering design and/or construction supervision Quality Management Systems.

Highly experienced technical specialist in oil & gas wastewater and infrastructure capable of providing expert advice on complex technical matters requiring world class expertise.

Working in the Gulf region is preferred.

Possesses excellent leadership and interpersonal skills and communication skills in both written and spoken English.
