The Riyadh Metro is the flagship public transportation project in the Kingdom of Saudi Arabia. In order for it to be a success, the project will require the active leadership support of a strong technical project team.

The Riyadh Metro project is now in need of a high caliber signaling specialist with extensive demonstrable experience in delivering large-scale, multi-million dollar civil construction mega-projects to lead our signalling design capability on the Riyadh Metro project.

Reporting into the Package Manager, the purpose of this role is to ensure that the Communication Based Train Control (CBTC) system being delivered by the design-build (DB) contractors are in line with client requirements.

This will be done through the coordinated effort of DB contractors design reviews through the design, construction, testing, commissioning and handover phases of the project, including the delivery of the technical assurance and project system safety cases.

Other key duties may also include performing design reviews for infrastructure assets such as signals, train stops, track circuits, train detection systems, point operation and detection systems, traction (electrical current) return arrangements, vital interlocking systems, telemetry systems and testing and commissioning new signaling systems and maintaining signaling and associated supporting systems.

The chosen candidate will have the gravitas to interface directly with the client and the DB contractors and will have gained extensive experience on projects delivering signalling work packages. They will ideally hold an IRSE certification and /or verifiers licence.


Key Responsibilities

Responsibilities will include but are not limited to the following:
- Directing and providing overall management and engineering leadership to the design-build contractors CBTC signaling team to deliver the signalling solution to meet contract requirements within agreed timescales and performance parameters
- Leading, developing a rail signaling team and installing a culture of achievement, continuous improvement and safety best practice throughout the rail signaling team
- Liaising with the client, regulatory bodies, DB contractor and all other stakeholders and to manage the internal interface between client and the project team
- Participating in design review meetings with the DB contractors, the client and ensuring all signaling system specification measures are accomplished
- Conducting design reviews on signaling technologies such as automatic train protection (ATP), automatic train operation (ATO), automatic train supervision (ATS) and automatic train regulation (ATR)
- Managing and monitoring signaling-related interfaces and integration with other disciplines such as platform screen doors
- Monitoring and reviewing signaling system design, implementation, equipment installation, testing and commissioning
- Developing and completing actions in system specifications, technical and logistical requirements and other disciplines
- Reviewing the design submissions and assisting in resolving critical design issues
- Preparing reports on design issues, performing analysis and evaluating solutions
- Monitoring and reporting on progress against schedule, budget, specifications and service standards
- Supporting the Programme Director in the management of change, variation, risk and opportunity
- Implementing value engineering throughout the project, raising any potential claims or counter-claims to management as well as reporting deviation from specification

Requirements

- Degree in Electronics, Electrical Engineering or related discipline
- 15 years experience on large scale, civil projects with solid subsystem and system interface and integration experience
- Recent demonstrable experience of rail signalling design, installation, system testing, commissioning, operations and maintenance on commuter rail systems
- Knowledge of Communication Based Train Control (CBTC), Automated Train Control (ATC) and Trackside Signalling
- Extensive knowledge of metro signaling procedures, standards & industry recognized software packages
- Familiar with consultancy work, and contractual management of the contractor, able to draft contractual letters, based on the contact clauses
- Proven leadership skills and commercial acumen
- Excellent English written and verbal language skills
- Ability to communicate effectively with different level of people in a multi-national project environment

Desirable
- A rail industry recognised qualification such as IRSEs Design Manager licence, Principles Designer or Verifier (1.1.160) license
- Knowledge of ERTMS ETCS Level 2, particularly commissioning of wayside and trackside systems
- GCC experience
