My client is a major UK Consultancy with global operations. They are specialist in Construction Consultancy and Asset Management. They also look to add value to a client operation either from a Construction and development perspective of a corporate one. This gives them greater alignment with the client and also adds to increased fee income and revenue which contribute to business growth and development.
A senior appointment as a Learning & Development Consultant has arisen in their Qatar operation where they work with significant government development bodies. These clients are focused on the dual role of project development and delivery for the greater long term benefit to the nation coupled with the need to engage with their local population and potential people resource, ensuring that all employee’s of local and foreign origin as supported in their personal development through the course of their employment. This is a billable role.

The role would cover;
Panel sessions to discuss potential, determining Learning & Development activities and agreeing on a road map.
Training Development and ensuring there is a proper roll out of Strategic Corporate training initiatives and standards.
Assessing employee’s competencies and suggest development plans accordingly. Identification of training needs, design and implementation of corresponding training modules / concept and their evaluation.
Delivering selected Training module when needed.
Ensuring a generic HR induction programme and support the business units and functional units professional induction programmes.
Supporting recruitment and monitor the Traineeship Programme for the region as well as other core development activities.
Selection, follow up, development and retention of Int’l HIPOs and support the set up of national talent management programme
Training and development, succession planning, morale and motivation, culture and attitudinal development, performance appraisals and quality management issues.
Prepare the annual Learning & Development business plan in line with the client’s annual objectives
Monitor the implementation of the Learning & Development strategy.
Work with the HR Team and advise constructively on area’s such as procedures for recruitment, selection, discipline, grievance, counselling, pay, contracts, training and development succession planning, morale and motivation, culture and attitudinal development and performance appraisals
• Establish and maintain appropriate systems for measuring necessary aspects.

Package in this role is expected to be from 40,000 - 58,000 QAR. plus healthcare.

Requirements

Candidates must have proven track record in HR, Leaning and Staff Development for corporate clients in the Middle East and Europe.
You will have a recognised qualification In HR and have accreditation and specialist academic record in Learning & Development.
You will have engaged in the development of national populations where their has been promotion and development of the skill base.
You will have 15 years + experience in this field and worked either corporate client side or consultancy.
You should be comfortable with being in a fee earning/ billable role.
