The RoleThe RoleLegal & Compliance - Compliance Officer - VP - Based in Dubai J.P. Morgan Compliance Overview: The Compliance function assists management and staff in fulfilling their duty of compliance. The function provides a broad range of regulatory and compliance services and advice to all areas of JPMorgan Chase worldwide. Services include regulatory analysis of transactions and activities, formulation of regulatory and control policy, assistance in risk assessment, and new product development and implementation, assistance in the education of staff in regard to compliance policy and procedure. EMEA Compliance Coverage Strategy The EMEA Compliance coverage strategy focuses on a three tiered coverage model. The coverage model requires: Country expertise, the in-depth knowledge of the local regulatory environment, regulatory structures, local regulatory and market contacts, local market practice, industry groups, culture, language, etc. Product expertise, the in-depth knowledge of a specific product/service, its structure, purpose, target clients, risks, deal/trade/process flow and settlement, exchanges, etc. Core expertise, the in-depth knowledge and application of firm policy and regulatory requirements across multiple product, service and jurisdictions. Examples include Personal Investment, Chinese Walls, Licensing & Registration, Disclosure of Interest, Monitoring & Surveillance, etc. Middle East & North Africa ("MENA) Compliance Coverage J.P. Morgan has main offices in Bahrain, Qatar, Saudi Arabia , Turkey and the United Arab Emirates (DIFC - Dubai) as well as Representative Offices in Egypt, Israel, Lebanon, Kazakhstan and UAE (Abu Dhabi). Other countries that J.P. Morgan is active, but does not have a presence include Algeria, Morocco, Tunisia, Oman, Jordan, Kuwait. Investment bank, Treasury and Securities Services and Asset & Wealth Management are all active in the Region. Position Description The Compliance Officer located in Dubai, United Arab Emirates will provide support to Head of MENA Compliance in covering the Investment Bank, TSS and AWM businesses conducted in the Region with specific emphasis on Bahrain, Dubai and Qatar. The individual reports to the Head of Compliance for MENA and will be responsible for the following: * Provision of pro-active advice to business management in the development of policies and procedures for the Bahrain, Dubai and Qatar offices, designed to achieve and ensure compliance with corporate and regulatory requirements, specifically the rules of the Central Bank of Bahrain, Dubai Financial Services Authority and Qatar Financial Centre Regulatory Authority in addition to US rules (where applicable) and corporate policies such as the Code of Conduct; * Promoting a strong Compliance culture throughout these office, assisting to establish Compliance priorities with senior management and communicating these priorities effectively; * Assisting to maintain the regulatory relationship for Bahrain, Dubai and Qatar, and responding to regulatory notices and requests; * Assisting to conduct regular reviews to verify policies and procedures conform with the latest regulations, specifically ensuring the Compliance Manuals for Bahrain, Dubai and Qatar are kept uptodate; * In conjunction with the Compliance Review Team ensure an accurate and uptodate CATT is maintained; * Assist in the preparation of the monthly Qatar MLRO report and Annual Compliance Report (QFCRA) as well as Annual MLRO Report (DFSA); * Assist in the preparation and delivery of a compliance training and awareness programme, including compliance inductions; Identifying and investigating potential rule breaches (including errors and complaints), providing options available to manage and mitigate them and coordinating corrective action with other control functions, as /required; * Providing input into New Business Initiative Approvals involving business operations in the Region, assessing Compliance/Regulatory issues/impacting proposed new products and * Assist in the liaison with internal and external auditors and assist in managing responses and actioning compliance issues raised in audit reports & Control Self Assessment reviews; * Provide input into the Local Operating Committees in the three locations, preparing reports on Compliance priorities and issues; * Keeping abreast of industry trends and "hot issues" and anticipate areas of focus and attention of regulators, keeping business management and Compliance colleagues informed (e.g. participation in local compliance officer network groups); * On ad hoc basis, assisting the Head of MENA Compliance in the coverage of other locations (ex Saudi Arabia); * Co-ordinating and working as part of the EMEA regional and global Legal and Compliance team. |
RequirementsRequirementsQualifications * Proven experience in Compliance, Legal or Audit. Knowledge of local regulations and related investments and banking rules, guidelines and laws; Banking experience with a good working knowledge of Investment Bank and Treasury Services products; * Attention to detail and control/quality awareness; good organizational and planning skills; experience and capability in developing policies and procedures as well as competency in preparing and delivering training presentations; * Good interpersonal skills, especially the ability to communicate effectively at all levels, internally and externally, e.g. Regulators, Business Managers, Audit, Risk Management, Legal and other line of business and Compliance colleagues within the Region and globally. * Educated to Degree Level.
