Legal Compliance Manager - UAE

Provide ethics and compliance support for our Middle East, North Africa and India (MENAI) region as an integral member of CH2M HILLs corporate Legal, Ethics & Insurance Department. Specifically, provide day-to-day ethics and compliance advice and support for our MENAI operations and locations, while also providing active and hands on oversight and management of ethics and compliance investigations.

Position requires travel to all our MENAI region locations.

Essential functions and primary activities include:

Ethics and Compliance Functions/Activities
- Defines international training programs, international procedures and policies, and international auditing/monitoring activities for our MENAI locations and develops the necessary plans and actions to meet our established compliance objectives;
- Ensures compliance with relevant international anti-corruption laws (including without limitation, UK Bribery Act) in our MENAI locations;
- Ensures compliance with U.S. and international export/import laws in our MENAI locations;
- Designs and manages the process of assessing and monitoring our MENAI locations compliance processes and controls including reporting audit findings to leadership and consulting on the implementation of remedial activities;
- Assists and occasionally directs internal investigations of compliance issues received through the enterprise ethics hotline or as assigned, including factual investigation, follow-up, and recommendation of remedial activities;
- Develops and delivers in-person compliance training through various methods including formal presentations, workshops and written materials;
- Reviews existing policies and procedures, identifying gaps and making enhancements where needed;
- Providing regular updates and reports to management on our MENAI locations compliance projects such as auditing and monitoring activity, conducting data analysis and conducting follow up as needed;
- Conducts activities to mitigate risk associated with third-party intermediaries, contractors, subcontractors and suppliers including where necessary site visits and overseeing anti-corruption training;
- Review background check and compliance certifications for commercial agents and sponsors in our MENAI locations;
- Proactively makes recommendations to our MENAI Regional leaders (including Regional Counsel) or to the CH2M HILL Ethics and Compliance Officer on how to better develop and assess international compliance programs, including training, awareness, and effectiveness issues;
- Provide advice on conflict of interest issues to our MENAI locations;
- Manage our ethics ambassadors in our MENAI locations;
- Partner with Regional management teams to ensure adherence to our timekeeping policies;
- Partner with and support otherCH2M HILL Departments, as required;
- Have a complete understanding of CH2M HILLs Employee Ethics & Business Conduct Principles and other ethics policies;
- Effectively handle and manage the daily stress, multi-tasking, workload demands and fluctuations inherent in the position; and
- Use of excellent communications skills (oral and written), and an ability to work in a fast-paced, multi-cultural, and multitasking team environment.

Knowledge, Skills, Ability:
- Working knowledge and understanding of international laws to combat corruption, including, without limitation, the UK Bribery Act, U.S. Foreign Corrupt Practices Act, Singapore Convention, Inter-American Convention Against Corruption, and the OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions;
- Working knowledge of U.S., U.K., E.U. and other applicable export, import and sanctions laws, including without limitation, ITAR, EAR, FERC, NERC, the U.K. Export Control Act of 2002, and the European Union Code of Conduct on Arms Exports;
- Working knowledge and understanding of ethics and compliance best practices in the Engineering and Construction industry;
- Working knowledge of conflict of interest requirements for companies operating in the Engineering and Construction industry;
- Working knowledge and understanding of sponsorship and commercial agent requirements in our international markets;
- Working knowledge of our business systems, including without limitation Oracle, ETS (or iExpense), MyTime, and MS Office;
- Ability to establish and maintain a rapport, strong working relationship, and relationship of trust with co-workers and internal clients;
- Ability to exercise consistent good judgment in communications with and about internal and external clients, including the ability to maintain confidentiality and deal with delicate situations with proper judgment and decorum;
- Effective critical thinking and analysis skills, and oral and written communication skills, including ability to track and meet schedules and deadlines, analyze and interpret the significance of documents and factual information, analyze and interpret applicable laws and rules;
- Ability to produce, independently, high-quality written work product and presentations without significant oversight or input from others;
- Ability and willingness to learn from others;
- Superior work ethic to meet the evolving demands of a growing enterprise;
- Ability to synthesize voluminous facts and information down to essential and pertinent facts for the issue at hand;

Physical Demand/Work Environment:
- While performing the duties of this job, the work generally requires the routine physical demands associated with an office job, including working from a desk with a computer and movement within the office and campus setting. An individual will be required to work the majority of hours in an office environment, but will need to be able to quickly respond to a change in work demands. Travel, including to remote locations, project sites, and/or industrial sites will be required from time to time.

Requirements

- Degree from an accredited university or college (required)
- Certificate of public accountancy (highly desirable)
- Current certification in public accountancy (highly desirable)
- Certified Fraud Examiner credentials (highly desirable)
- Fluency in English (required); Arabic (required)
- Experience living in the MENAI region
- Minimum of 5 years of relevant experience (required) 8-10 years of relevant experience (highly desirable)
