The Role


Role Purpose

To manage the cash position and cash operations for Oman Telecommunications Company (Omantel) in line with corporate strategy and goals; to manage short and long term cash investment, cash cycle planning and manage relationships with bank partners

KEY ACCOUNTABILITIES & ACTIVITIES

1. Planning and Implementation

• Lead the development of cash management and investment strategies that effectively support the attainment of the Department’s business goals
• Implement Cash Management targets and initiatives
• Prepare the annual business plan and the respective divisional budget
• Ensure adherence to operating budget of Cash Management Department
• Ensure positive financial impact for the company from short and long term investment portfolios

2. Cash Flow Management

• Supervise all operational activities of the Cash Management Department predominantly the daily and monthly cash reconciliation processes
• Evaluate continually the effectiveness of operational procedures and controls to maximize departmental productivity and minimize errors made by staff
• Manage short and long term cash cycle planning and forecasting and contribute to the development and amendment of the annual budget
• Represent Omantel vis-ΰ-vis regulatory authorities and other stakeholders and maintain rapport with Banks and other financial institutions

3. Reporting

• Direct the preparation of business cases/proposals for upper management review on investment activities relating to surplus cash, improvement of cash collection processes etc.
• Oversee the preparation of daily/weekly and quarterly financial reports including cash flow forecasts, income statements, balance sheets, budgetary controls etc.

4. Policy and Procedures

• Direct the development of effective Cash Management policies and processes that adhere to corporate policies, accounting best practices, statutory requirements and meet changing business requirements
• Revise and develop Cash Management policies and processes for the company related to receipts, cash in/out flows, short and long term cash investment policies and disbursement of funds
• Develop and manage cash reporting and monitoring processes

5. People Management

• Motivate Management and empower direct reports by providing the necessary tools and support required to support Cash Management Department goals
• Plan, manage, and review individual performance and provide regular feedback, development and coaching, taking prompt action where necessary
• Establish clear direction, prioritize tasks, assign and delegate responsibility and monitor the workflow of the Cash Management Department
• Build opportunities for Cash Management Department members to suggest, participate in and contribute to improvement, innovation and knowledge sharing initiatives
• Provide guidance and ensure that the Cash Management Department complies with Omantel's policies, processes, practices and systems

JOB SPECIFICATIONS

Knowledge / Technical Skills

• Strong knowledge of accounting principles
• Good knowledge of local and international cash management policies standards
• Good level of proficiency in IT applications, specially with financial software packages
• Good knowledge of GL, Oracle, IRRS
• Fluency in English and Arabic

Education /Certifications

• Post-graduate degree in Business Administration (Finance Specialization)
• Professional Certified Public Accountant (CPA) preferred

Experience:

A minimum of 6 – 7 years experience with 2 years in a similar role and with at least 2 years experience in a managerial role
