Job description / Role

Employment: Full Time

Manage the Facility Management and Civil Construction Department. Enabling the implementation of infrastructure development within the whole DWDs facilities from conceptual design through to completion and handover to end-users. Management and execution of contracts liaising with local authorities for building permits and services provision. Ensure DWDs Safety, Quality and Environment Management Systems are applied at all levels and taken into consideration specifically at design stage.

All civil engineering and mechanical works at DWD including not limited to new work and maintenance, which typically has encompassed new office buildings, new accommodation block, new floating deck and major rehabilitation works.

Constantly review scope of work facility management and Civil construction for outsourcing potential. Evaluation, appointment and supervision/coaching of External Consultants, Contractors or Business Partners. Approval of Designs, details, drawings, Specifications and Bills of Quantities. Issue Tenders, provide clarifications, review tenders and issue Tender Reports. Appoint Contractors. Operate as The Engineer. Issue payment certificates; determine priorities for major remedial works to structures.

Assist with the Management of Civil Engineering Section and report on progress and financial aspects to the management. Perform other job related duties as assigned by the section head.

Requirements

Preferred Competencies:
- Civil Engineering degree and membership of a recognized professional institution with a minimum of 10 years postgraduate experience.
- Knowledge in FIDIC and Project Controlling System and Techniques.
- Experience in liaising with local authorities for building permits and execution of contracts.
- Effective communication skills are essential with the ability to work with both in-house and subcontract multinational workforce.
