GROUP FUNCTION AND BUSINESS AREA PURPOSE:
The IT Operations function within IT focuses on the ensuring the availability of business applications and technology services for the Bank. Broadly, the function handles incident management, development and maintenance of infrastructure services, management of the Data Center, and overseeing application operations to meet the objective of availability of business applications and technology services.

ROLE PURPOSE:
The Manager for Data Administration is responsible for managing the availability of the database environment for the Bank. In addition, they will also monitor and manage incidents using best practices to ensure timely and accurate support is delivered. The role is responsible for ensuring that the Banks security policies are adhered to and that the SLAs between the Bank and suppliers are met. The role also requires input and support on technology selection specifically for the database and associated solutions for enterprise level monitoring. The role will manage a team of analysts as needed to ensure delivery of service.

KEY ACCOUNTABILITIES:
- Responsible for the design, maintenance and implementation of database management systems. Provide the technical expertise required for design and development of the organizations database environment. This includes installation / patching / maintenance of the SQL Server databases.
- Support the design and installation of new database management system applications and the establishment of the appropriate linkages to existing database applications and to other data processing systems
- Ensures the development of a backup and recovery scheme for the database environment and the development and implementation of recovery and continuance procedures
- Analyzes data requirements, application and processing architectures, data dictionaries, and database schema(s). Develop an overall data architecture that supports the information needs of the business in a flexible but secure environment
- Oversee the development of standards, security, procedures, and processes for the database operations in accordance with any BANK policies and requirements and existing IT policies and requirements, and maintain the configuration management system up-to-date
- Develop and maintain the standards and design of physical data storage, maintenance, access and security administration
- Oversee periodic assessment of database systems and proactive maintenance, backup and recovery of databases
- Ensure full utilisation of the technology and the licenses available with BANK for databases and provide the future direction and roadmap for database systems
- Collaborate with the servers, storage and operating system teams to identify and resolve issues
- Ensure availability, performance and reliability. Conduct performance tuning and allocate/re-allocate database resources for optimum configuration
- Define data repository requirements, data dictionaries and warehousing requirements. Oversee implementation of database and warehousing systems across multiple platforms and computing environments
- Manage the outsourced vendor teams involved in database administration and maintenance activities
- Ensure appropriate security standards are followed for database management and to identify and mitigate risks
- Maintain relationships with product vendors and ensure updates and upgrades are done in line with the vendors schedule
- Manage production support to deliver full-time support (24x7) in an environment where uptime is critical
- Manage the team of developers and analysts to provide effective support for building, configuring, and managing of database installations
- Lead troubleshooting efforts on database performance issues
- Approve, manage and prioirtise the flow of database change requests, and conduct impact assessments for database change requests (DCRs)
- Coordinate and support discussions with project teams, internal teams, and development staffs on implementing solutions and supporting operational products
- Maintain Technology refresh calendar for databases and co-ordinate with application owners for timely database refresh
- Engage with peer Development Managers on database tier architecture and infrastructure discussions

Internal:
- Application Support, Development Team, Outsource Partners, Strategic Technology Officers, Service Managers, Infrastructure Support, Projects Team & Governance

External:
- Users from BANK & its subsidiaries, Information Security/RMU, Audit, Vendors BANK and its subsidiaries both within the UAE and international

KEY ISSUES OVER THE NEXT 12 - 24 MONTHS:
- Migrate SQL to newer releases (2012/2014).
- Architect and design consolidation platform for SQL 2012
- Analyze/tune SQL Server databases to run at optimal efficiency.
- Implement robust recovery systems across databases to reduce RPO

KEY PERFORMANCE INDICATORS:
- Ensure DBA maintain agreed business SLAs
- Monthly 2 Service improvement Plans to enhance, automate and improve DB services and security
- Ensure 100 % compliance to BANK security guidelines and baselines
- Ensure RCA for major incidents meet agreed SLAs
- Ensure compliance to license and asset management

Requirements

Knowledge & Experience:
- Bachelors degree preferably in a technical discipline desired. Masters or MBA degree a plus
- 10 years of experience in an enterprise environment
- Five years of experience managing technical teams comprising of two or more fulltime employees
- In-depth expertise in database environment and experience in design, planning and implementation of database systems
- Experience with SQL 2008 - 2014
- Oracle database experience from 10G up to 12C
- Hands on experience with RAC / Cluster environment on both SQL and Oracle
- Good knowledge of standards, procedures, and processes for database administration

Skills:
- Good interpersonal skills and the ability to manage outsourced vendor teams involved in database management
- Ability to work in a fast paced environment where task switching is essential
- Needs to be self-motivated and does not require a lot of supervision
- Strong troubleshooting skills and the ability to collaborate with servers, storage and operating system teams to identify and resolve issues
- Ability to provide guidance to the team on design, implementation, support and maintenance of database systems
