The RoleThe Role Stable long term career prospects Global Provider of National Security Location: United Arab Emirates Our client, a leading provider of global national security services, is looking to expand their ranks as the portfolio of infrastructure/civil projects across the Middle East continues to expand. With long term prospects providing stability and career development, our client is seeking to add to their team a professional and experienced Manager of Infrastructure Sub-Contracts to support growth and development of their projects in the Middle East. Reporting to the Director of Planning and Contracts, (Functional) & Director of Supply Chain, (Administrative) responsibilities of the role will include: Tendering, contracting and supplier-management activities for design, construction and other infrastructure sub-contracts for all the clients activities (300M$ year portfolio) Lead and Contribute to the development, implementation and communication of a clear and operational infrastructure contract strategy Closely work with the technical and project team to identify opportunities for cost savings and efficiency improvement in the contracting strategy Coordinate with the procurement and logistics department for the adequate management of Buyer-furnished equipment to the supplier Maximize achievement of cost savings, quality, delivery and technical performance objectives for subcontracts, ensuring involvement and buy-in of internal stakeholders through an integrated and clear strategy Manage a team of Sub-Contract Specialists Prepare the tender strategy and commercial documentation for the tendering process and ensure alignment and cohesiveness with the technical documents and statement of Work Develop and monitor an efficient and well-structured contract management process Survey construction market and recommend new sources by managing the supplier panel Manage the supplier qualification process, including the relevant certification documentation Review commercially supplier proposals and provide assessment and recommendations for selection Draft and negotiate the terms and conditions of the contract with the chosen suppliers in connection with the procurement department. RequirementsRequirements Bachelors degree in Law, Administration or Construction; MBA very highly regarded. 10+ years experience drafting and negotiating contracts in the construction sector (preferably), and/or the heavy industry, steel, or cement sectors and in managing a contracts team. A strong and challenging negotiator who is not afraid of confrontation with strong analytical skills Experience with FIDIC contracts is preferred. Exceptional experience in departmental management and leading and building large teams Proven track record in managing large scale, strategic projects essential 8+ years solid experience in the Middle East, working in cross-cultural environments. Highly fluent English speaking, reading and writing skills Excellent presentation and communication skills.
