Job description / Role

Employment: Full Time

* Ensure the execution of yearly manpower plan;
* Identify departmental needs of manpower, achieve recruitment targets as per theplan set;
* Support departments in the selection and recruitment of talent;
* Achieve annual emiratisation targets as per the strategic direction of the HRdepartment.

Roles and Responsibilities:

Manpower Strategy:
* Assist in developing the recruitment strategy and manpower plan /targets on a yearly basis.
* Designs, update and maintain the recruitment processes, policies and procedures and competency based interview assessment forms
* Assess the recruitment P&Ps and documents used, implement improvement plans.
* Establish the yearly manpower plan budget in collaboration with the different functions based on the approved organization structure.
* Coordinate with function heads to identify recruitment needs in line with manpower plan.
* Meet with department heads on a quarterly basis to identify recruitment challenges and recommend action plans to the HC Director.

Recruitment:
* Use the recruitment channels to headhunt potential candidates and fill vacant position.
* Shortlist candidates resumes before presenting their profiles to the hiring managers.
* Liaise with the hiring managers to review the shortlisted candidates and agree on interviews.
* Attend interviews, assess candidates and provide accurate feedback after interviews;
* Liaise with Employee Relations on finalizing recruitment paperwork and legal/ immigration restrictions to open file with all the employment details.
* Plan and conduct new employee orientations to foster positive attitude toward organizational objectives.
* Prepare offer letters, follow-up with candidates, and answer queries about package and other related job offer information.
* Act as a single point of contact for division heads regarding recruitment topics.
* Designs training recruitment for division heads in conjunction with the L&D Section.
* Constantly update and maintain online Job Portal with job openings.
* Ensure vacancies are closed as per the quarterly targets set.

Emiratisation
* Review, maintain and update the emiratisation plan / strategy & policy on a yearly basis.
* Ensure emiratisation targets are achieved as per the set direction.
* Identify vacant positions in conjunction with the hiring manager and lock for UAE nationals.
* Identify junior positions which can be occupied by UAE nationals, develop a plan to recruit UAE nationals on those positions in conjunction with N-1.
* Maintain a database of qualified UAE nationals for future recruitment.

Reporting Lines:
* Report to: Director - Human Capital
* Report From: Senior Specialist - Manpower planning and Recruitment

Requirements

* Bachelors degree in business administration or equivalent is required
* HR-related certificates (e.g., PHR, SPHR, CIPD etc.)
* 10+ years of experience in a Human Resources position within a leading regional organization, with at least 6 years of experience in recruitment in a managerial position
* In depth knowledge of human resource management best practices
* Proven track record in recruiting at least +300 employees
* Understanding the labor law and legislations

Interpersonal skills:
* Proven experience in monitory and processing manpower/financial planning transactions and statistical reporting.
* Competency based interviewing skills
* Presentation skills
* Awareness of policies and procedures and internal processes.
* Effective communication and negotiation skills.

Key Performance Indicators:
* % of recruitment requests closed
* Time taken in filling in a vacant position
* Accuracy of manpower budget
* % of Emiratisation plan achievement
* Satisfaction % of recruitment
