The Projects Division QHSE Manager is responsible for the design, implementation, communication and coordination of all quality, environmental, health, and safety programs for the Projects Division.

This position will develop and provide technical and administrative direction on all QHSE decisions, which bear critical importance to overall Projects Division objectives, operations, and profitability.

Functions
- Responsible for the strategic Quality, Health, Safety, Security and Environmental activities at all Company facilities and service sites.
- Ensure appropriate Project Emergency Response arrangements are in place, current and subject to regular tests.
- Overall responsibility for gaining and maintaining approvals to ISO 9001, 14001, 18001 and any additional applicable accreditations.
- Preparation, implementation and maintenance of project-specific Engineering HSE Plan and Construction Site HSE Plan according to contractual requirements.
- Support of Disciplines in identifying the QHSE codes, standards, regulations, rules and guidelines and assure availability in an appropriate manner.
- Support of Project Manager for the preparation and effective implementation of required HSE-procedures and their suitability for the purpose and use for which they are intended.
- Motivate, coach, and encourage all personnel in QHSSE matters.
- Performing QHSSE Audits in offices, fabrication hops and on construction sites, preparation of audit and status reports.
- Promotion of QHSE consciousness in the project team and support/advice in all QHSE related issues.
- Participate in design reviews and safety analysis such as PHSER (Preliminary HSE Review), HAZOP (Hazard and Operability Study), HAZCON (Hazards in Construction), QRA (Quantitative Risk Assessment) if deemed necessary

Responsibilities:
- Training employees; planning, assigning and directing work; and addressing complaints and resolving issues.
- Identifying the contractual requirements and defining the QHSSE and reliability criteria to be kept in consideration
- Implementation and maintenance of the project specific QHSSE system in accordance with the contract
- Evaluating the safety/risk level of the plant and/or systems jointly with Process and Technical and Disciplines through the use of specific studies, reviews and audits.
- Coordinate relevant Project QHSSE activities executed by Process and Technical Disciplines
- Monitoring of QHSSE status of project
- Initiation of QHSSE improving measures
- Feedback from project execution for continuous improvement of the HSE Management System
- Preparation, implementation and application of the overall QHSE Plan for senior management approval including an Audit Schedule aimed at improving performance across the Company.
- Work with regional business leaders to identify and place QHSE resources necessary to support the business.
- Drive the preparation of monthly, quarterly and annual company QHSE reporting.
- Ensure that all audits of critical suppliers and internal processes are managed so as to minimize risk and maximize return.
- Manage the compilation and ongoing QHSSE procedures and plans specific to the needs of the business, and review, monitor, analyse, and report QHSSE statistics, objectives, and targets for business improvement
- Drive QHSSE training within the Company.
- Demonstrate a personal commitment to Quality, Health, Safety and the Environment.

Plan, perform or subcontract specific HSE tasks such as:
- Dispersion calculations
- Stack height calculations
- Evaluation of risk scenarios (fire, explosion, release of toxic material)
- Compilation of Material Safety Data Sheets (MSDS).

The Manager of QHSSE reporting to the Head of Proejcts, will be responsible for developing and driving the Projects Division QHSSE culture.

This senior level QHSSE professional will embrace the development, implementation and management of a global QHSSE system to support the Projects Division in its delivery of strategic growth through existing and future international operations.

The scope of work covers the complete spectrum of QHSSE activities across the company on a global basis.

Requirements

- Bachelors degree (4 year) or higher in Engineering/Science (e.g. Mechanical, Industrial, Safety & Health Sciences, Environmental Science) highly preferred.
- Minimum ten (10) years or more QA/QC and HSE programs experience in Oil & Gas / Power / Industrial Engineering EPC projects.
- Advanced knowledge of construction industry practices, regulatory agency requirements and industry standards. Worked within the industrial construction industry, with a preference for relevant power industry experience
- In-depth knowledge of international HSE codes and standards (OSHAS, NEBOSH)
- Five plus years related QHSE management experience overseeing manufacturing environments.
- Certificates, Licenses, Registrations - OSHA 10 & 30 trained; OSHA 500, ASP, and CSP a plus
- Professional HSE / Quality accreditation with an internationally recognised body
- Local government, international legal compliance experience, and regulatory certifications as required.

Communication Skills:
- Must have high level of spoken and written English.
- Required to speak effectively before groups of Senior Management, partners, contractors, and/or employees of the organization.

Computer Skills:
- Excellent computer skills required. Must have experience with MS Office Programs.

Reasoning Ability:
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule format. Good negotiating skills. Ability to make good judgement and render good decisions
- Middle East experience is an added advantage
- High level of commercial, cost and contractual awareness
- Strong knowledge and awareness of other project discipline activities
- Good coordination and presentation skills
- Good writing skills and ability to document policies and procedures
