Employment: Full Time

My client, a Multinational Insurance company is currently seeking to recruit a National Procurement Manager for their Saudi Operations. The role will based in Riyadh, KSA and my client is only considering Saudi Nationals for the position. The position pays up to a $110k USD per annum (All inclusive)

Job Purpose
Define, Develop & Implement Procurement strategy in KSA Region
Review, analyze medical performance of network providers and Implement procurement dashboard
Directly manage Procurement department staff in various locations within the area of responsibility.
Leads the implementation of strategies with providers, ensuring benefits for the company and its members.
Review, analyze and renegotiate contractual arrangements with healthcare providers and partners, to deliver the company's cost containment strategy.
Collaborate with Procurement unit in Gulf to implement Group strategy in KSA

Main Accountability:
• Define and Implement annual and medium term Procurement strategy and plans. Leads the implementation of strategies with providers, ensuring benefits for the company and its members.
• Develops and maintains excellent relationships and effective communications with delegated healthcare providers to deliver an effective negotiations with healthcare providers.
• Negotiates, implements and reviews contractual arrangements with healthcare providers, to deliver the company’s cost containment strategy.
• Acts as line manager to nominated direct reports to manage, motivate, develop and appraise team members so that their individual and collective performance is of the required standard and meets the current and future needs of the business.
• Works with the provider quality team in the development and implementation of the provider quality strategy to ensure the effective implementation of quality and claims cost management.
• Represents the medical department on functional projects to develop business Procurement strategies, and leads the medical department implementation of procurement projects to ensure they are delivered on time, within budget and that perceived benefits are realized.
• Uses financial modeling techniques to assess, review and to implement change with Providers to deliver business benefits
• Define KPI & design Dashboards for Procurement and provider monitoring

Requirements

Area of Knowledge:
• Expert Knowledge of the KSA healthcare Insurance market
• Expert Knowledge of KSA healthcare providers trends and behaviors
• Expert Knowledge of the various KSA legislations and regulations
• Bachelors in Business Administration or equivalent
• At least 3 to 5 years of experience in a similar position in the KSA.
• Expert knowledge of the various legislations and regulations in KSA.
Expert knowledge of healthcare insurance market at regional level; IT systems and finance

Business Knowledge:
• Extensive knowledge of Healthcare Insurance
• Expert knowledge of the different Legislations and Regulations in KSA
• Extensive connection with Healthcare providers in KSA

Supervisory/Managerial/Leadership Complexity:
• The job requires managing a team of staff in KSA.
• Negotiate with suppliers
• Implement strategies in line with the Group strategy
