Qtel is an exclusive telecommunications provider in Qatar and is one of the largest public companies in the country with about 1,900 employees. Qtel's strategic priority is to create value in its superior customer service, new products and services demanded by the rapidly growing and modernizing Qatari economy.

Qtel provides range of telecommunications products including national, international, mobile GSM, Internet and Cable television services. As the result of continuing organisational growth and extended service, we now seek a person for the role of ''Operational Manager'' in Group Strategy'' Business unit

Purpose:
This role is responsible for assisting the Senior Manager in managing all regulatory operational requests (eg in the areas of Quality of Service, Spectrum, Numbering etc).

Context:
With the formation of the ictQatar, it is vital that Qtel develops and implements a proactive approach in operational activities with ictQATAR.

Overview

Responsible for supporting senior manager regulatory Policies in Coordinating Qtel's operational staff and projects to meet regulatory operational requirements and managing the ictQ operational interface.

This includes:
• Working with engineering teams & quality standard units to address QoS reporting
• Working with engineers to manage Qtel's spectrum and coordinate spectrum licensing requirements
• Managing numbering plan and release of numbers to operationsCost & Profitability
• Takes responsibility for managing costs of minor cross
• Functional projects.

Customers
• The regulator operational department.

Business Orientation
• Critical to maintain an overall view of Qtel and be able to Support in translating the commercial objectives and strategy into a coherent technical requirements and positions

Planning and Organising
• Supports in the planning of operational readiness of Qtel for competition (e.g. readiness to interconnect, implement new numbering plan, spectrum assignment etc). This is done in coordination with the BU engineering departments. Will take the lead planning specific operational projects and coordinating large teams to negotiate all regulatory operational and technical requirements.

Problem Solving
• Supports problem solving for all regulatory operational Issues. May take ownership over smaller issues and day to day problem solving, coaching teams at a working level.

Communicating, Negotiating and Influencing:
• Responsible for drafting and supporting in communicating regulatory technical and operational requirements both to management in clear English and to technical managers. Will be responsible for in depth briefings of working teams.
• Will provide frontline support to negotiation teams and will lead working teams in relation to all operational negotiations and influencing the outcome in line with Qtel's strategy.

Minimum Experience & Essential Knowledge
• Essential Experience & Knowledge
• Experience of telecoms regulation as either a consultant, regulator or in a telcos regulatory department is important
• Experience of working in telecom regulatory operations is of great benefit.
• Knowledge of the Middle Eastern telecoms regulatory situations is helpful

Minimum Entry Qualifications
• A university engineering degree from a respected institution, plus an M.B.A., MS., in a business-related discipline is preferred.
• 8 -10 plus years experience or equivalent in the telecoms technical regulatory areas

In March 2007 Qtel had sealed what was rightly described as the 'biggest ever telecommunications deal in the Arab world' when it acquired 51% of the share capital of Kuwait based National Mobile Telecommunications Company KSC - (Wataniya) from Kuwait Projects Company for a total cash consideration of $3.8 billion, in a deal that is expected to give Qtel an increasingly important and prominent role in the MENA region.
