Job description / Role
My client are a government organization undertaking a major infrastructure development programme that will support the future growth of Qatar as it prepares for the FIFA World Cup 2022 and the Qatar National Vision 2030.
With more than QAR 100 billion worth of projects to be delivered within the next 5 to 7 years, they have recently undergone a major transformation programme that has restructured the business and refocused the skills within the organization.
As part of this restructuring, they are looking to fill the new position of PMO Manager - a high level position with ultimate responsibility of delivering more than QAR 76 billion of infrastructure programmes currently underway.
The PMO Manager will be the Head of the Programme Management Function within the department charged with the integration and coordination of high level programme data, preparation of performance reports and management of risk across the infrastructure portfolio.
Reporting directly to the Director of the Division, the PMO Manager will provide support to the strategic, operational and functional management of all activities of the department.
Key responsibilities include:
- Support to the Department Director in delivery of the corporate strategy and objectives
- Providing strategic and technical expertise in supporting the successful delivery of the infrastructure development throughout Qatar
- Collation and preparation of executive reports for the portfolio
- Integration of programme commercial reports into a single report
- Providing an overview of change and commercial risk across the portfolio
- Integrating programme schedules
- Undertaking programme and project audits to confirm compliance and instigate corrective actions
- Justifying capital investment in new assets for consideration by the centralized investment planning section
- Supporting the director in the management of risk to ensure successful delivery of the infrastructure capital programme
Requirements
The PMO Manager will be an experienced professional with demonstrated competencies in the management of major capital programmes in the public sector. They will have all-round experience and a significant profile to develop strong working relationships with company senior managers and they programme teams.
- Degree qualified chartered Engineer or Programme Management Specialist
- A minimum of 20 years of experience as a leader of corporate or public sector organisations
- Highly skilled administrator with proven experience in delivering PMO functions in a large corporate entity
- Arabic language skills are strongly preferred but not essential
