Employment: Full Time

Job Objective:
Responsible for creating a fair, respectful, diverse and high performance culture enabling people to contribute their best. Responsible for managing and driving the Performance Management System and Rewards within Qatar Cool. Assist in developing the Rewards strategy and policies, and ensure implementation and administration of all compensation and benefits programs for employees in accordance with Qatar Cools HR strategy, policies and processes and the local Labour Laws.

Key Responsibilities and Accountabilities:
- Responsible for the yearly Performance Management Cycle of Qatar Cool. Ensure compliance to timeframes and oversee the process.
- Develop process and procedures related to the PMS cycle.
- Liaise with individual performance managers where necessary to provide additional training.
- Collate all information received from PMs and go through it to check goals and objectives to liaise with PMs to ensure cascading of Company objectives down to individual objectives .
- Ensure all relevant Performance Management information is captured (e.g. forms, notes etc), tracked and maintained for future reference.
- Liaise with management and prepare data for the normalization process.
- Responsible for tracking trends and movements in the market and conduct research related to Compensation and Benefits. Provide management with recommendations based on said research.
- Contribute to the development of the reward strategy and policies encompassing salaries, allowances, incentives, fixed and variable bonuses in order to ensure consistency and equity of Reward practice.
- Recommend a competitive salary and benefits structure and sound salary administration processes to ensure equity in salaries across the board and rewards for performance.
- In partnership with line management, contribute to the development and implementation of appropriate variable pay schemes, to motivate employees and direct the organization towards a performance based pay approach and culture.
- Prepare the annual financial reward plans together with the appropriate budgets and determine the actual HR cost.
- Regularly review the benefit plan/scheme against the local legislation, and propose updates to existing benefits or introduce new benefits subject to review and approval of top management.

Requirements

Qualifications:
- Degree in Human Resources or Business Administration or related field
- Post graduate degree will be an added advantage

Experience:
- Minimum 7 years of relevant experience

Job-Specific Skills:
- Fluent in English
- Strong analytical skills (related to compensation)
- Ability to conduct market research
- Strong capability to interpret market data
- Excellent knowledge in local labour costs, national and international salary and benefits structures
- Strong numerical, verbal and communication skills

About the Company

Qatar District Cooling Company, known as Qatar Cool, is a private sector joint venture company owned 51% by United Development Company (UDC), 44% by National District Cooling Company (Tabreed) and 5% by other private Qatari investors. Qatar Cool’s aim is to provide efficient district cooling solutions and services for commercial and residential projects in Qatar. Their district cooling operations in the West Bay area of Doha – consisting of two plants covering 10 square kilometres – is currently supplying over 67,000 refrigerating tons of cooling, serving more than 45 towers used for residential, commercial and recreational purposes. The capacity of both plants is enough to supply about two million square meters of air conditioned area. Qatar Cool is also commissioned to provide district cooling for the Pearl Qatar. District Cooling is an important feature in the Pearl's advanced infrastructure. It will be available through the island with a requirement of 130,000 tons of refrigeration when fully occupied. To supply this demand, construction of Qatar Cool district cooling on the island has already begun and will be operational in phases.
