Job description / Role

Employment: Full Time

The Permitting Engineer shall provide technical support in performing all tasks required to secure agreements or undertakings with other departments and third parties.

The Permitting Engineer shall be responsible to perform all tasks necessary to obtain all Utility permits applicable to the Doha Bay Crossing programme.

Regulatory and Inter-Agency Coordination
Provide input required to develop, implement and maintain Master Approvals/ Consents Register.
Prepare a flow chart showing how the necessary permits and approvals will be obtained.
Support in all authority/ regulatory/ agency coordination activities.
Identify the overall programme and project scope by meeting with the concerned governmental departments and the other stakeholders.
Support and attend regular reviews.
Support all discussions with authorities, utility providers and governing agencies.
Document, record and report on all discussions with authorities/ regulatory bodies and agencies.
Support the monitoring and review activities of Lead Design Consultant for implementation of requirements to obtain necessary NOCs and DC1 and DC2 approvals.

The Permitting Engineer shall:

Support the monitoring and review activities of Lead Design Consultant and D&B Contractors for implementation of requirements to obtain necessary Road Opening approvals.

Support the review and monitoring of Lead Consultant for compliance with international and local codes as necessary for applicable approvals.

Support the review and monitoring of Lead Consultant design production activities for compliance to Contract Deliverables.

Ensure that the designers and contractors for all works identify the necessary planning, environment and traffic consents required for the works and shall ensure that these are recorded in a suitable Register of Consents so that there is continuous overview data available of the progress and achievement of conditions relating to consents for the works.

Develop a procedure for consultation with planning, environment and highways authorities and obtain the Engineers non-objection, and shall thereafter ensure that all consultation with these authorities is carried out in accordance with this process.

Ensure that all necessary consents for the work are procured, and shall inform the Engineer in the event that satisfying the requirements of any consent gives rise to a Change.

Ensure that any consent required to be obtained by contractors are identified during the initial design phase and that these are recorded in the Consents Register.

Ensure that the requirements and conditions attached to any consents are included in the contract documents for construction contracts.

Manage and co-ordinate all highways and traffic related interfaces across the Project, and shall ensure that the requirements of interfacing highways and traffic related works are taken into account in the planning of the DBC works.

Attend any required meetings with Utility agencys personnel to review schedule, scope, design and cost adjustments, or relocations of any kind.

Confer and coordinate with Utility providers; produce minutes and reports.

Ensure that any utility diversions that may be required as enabling or advanced works shall be planned and executed in accordance with the Authoritys processes and requirements for these works.

Ensure that the design of diversions or other works relating to utilities takes account of the requirements of the affected Utility organization, and that the Utility organization affected is engaged appropriately in the design development and decision making process for such works.

Ensure that consents and approvals are obtained for any design or construction works from the affected Utility organizations.

Coordinate all utility diversion schemes and the design thereof whether these works are designed or constructed by the affected Utility organization or by the Project team.

Produce for the Engineers non-objection a specific Plan and Programme of Utility Diversions to enable the Consultant to manage and report the costs incurred by Utility and other third parties affected by the Programme, and shall manage the risks associated with this Programme, including inter alia design and construction activities.

Produce for the Engineers non-objection a Combined Diversions Sequence and Programme for the Project works, including traffic management activities. This work will be coordinated with other interfacing programme and projects that may be taking place concurrently and the Consultant shall ensure that interfacing projects are taken into account when planning these works.

Be the point of contact for all Utility companies and other statutory bodies, for Utilities interface and coordination (relocation, diversions, etc.)

Establish an Interface Management System for the Programme for the Engineers non-objection.

Provide consistent oversight of the Programme consultants and Contractors to ensure that interfacing issues are registered, tracked and dealt with in the interface management system.

Ensure that all interfaces of the Project are addressed - Interfaces will include external interfaces with major stakeholders; agency interfaces amongst programmes and projects; interfaces between Programme and projects; and internal Programme and Project interfaces between disciplines.

Utilize interface management tools to track and monitor the exchange of information across the Programme.

Attend meetings with the applicable Utility agencys to review schedule, scope, design and cost adjustments, or utility relocations.

Coordinate with Utility providers and document through the production of minutes and reports.

Procure the design of utility diversion works where the designs are required to be carried out by the Programme team.

Provide regular status reports to Utilities/ Permits & Coordination Manager.

Requirements

- BSc, BEng, BA or Equivalent Educational Qualification. 10 Years minimum experience in the similar field with Middle East experience.

Qualified professional working under limited supervision capable of performing general technical works and manages projects or tasks of moderate complexity or less experienced personnel.
