Planning Engineer - Commercial and Planning - Cairo Festival City - AFGRE - Cairo - Egypt

Spanning 3 million square metres Cairo Festival City is a visionary mixed use urban community strategically located just 15 minutes from Cairo International Airport, along the Cairo Ring Road. Cairo Festival City features Egypts first indoor-outdoor retail and entertainment resort combined with luxury residential communities, prime office spaces, internationally renowned hotels, schools and an automotive park all set within a lush landscaped environment.

We are seeking to hire a Planning Engineer whom will Assist the Planning Manager in management and provision of Planning Management services to a Development Portfolio of Projects advising the Development team on Time and Project Control related matters to ensure the projects within the Portfolio are successfully delivered on time and within budget, your responsibilities will include the following:
- Supporting, as directed, the Planning Manager / Portfolio Planning Manager.
- Ensure development and project planning advice is provided to the AFGRE Team in the respective projects.
- Ensure compliance with AFGRE Time Control Management of the full development cycle in accordance with the requirements of the development plan.
- Assisting in managing resolution of claims and disputes for Extension of Time, Disruption and Delay using outsourced and internal resources dependent on complexity, size claim and resources available in compliance with contractual terms and timescales.
- Ensuring that consultant planning departments proactively manage contractual requirements for time control and provide regular reporting in accordance with AFGRE requirements.
- Establish and monitor Key Project Performance Indicators for the full development cycle for the projects as directed by the Portfolio / Planning Manager.
- Assist in the preparation of accurate earned value and budget reporting on a monthly basis.
- Ensuring compliance with the Delegation of Authority and Key Stage Gateways for Development.
- Advising Team Leader / Development Manager on procurement of projects and consultancy services to meet time requirements of the development plan.
- Prepare Project master schedules and providing schedules as required for inclusion in requests for proposal for Consultants and Contractors.
- Assisting in the preparation of project development feasibility studies and presentations prepared by the development team.
- Prepare data for inclusion to Development budget projections on a monthly basis (Cost and Revenue) with inputs from the Commercial, Development and Design Management teams for internal and stakeholder including without limitation land owners, ministerial departments and investment management.
- Ensure that the Engineer/ Contractors maintain records of as-built programme of works.
- Advice on delay mitigation and reprogramming techniques to ensure development is delivered on time.
- Maintain and update the project risk register.

Requirements

Minimum Qualifications and Knowledge:
- Professional Qualification Bachelors Degree in Engineering (Civil or Architect).

Minimum Experience:
- 4-6 years Experience in a planning role.

Job-Specific Skills:
- Hands on Primavera Enterprise P6.
- MS office (MS Excel / Word / PowerPoint).
- Knowledge of presentation and reporting skills.
- Strong analytical skills.
- Strong communication skills.
- Ability to quickly master the full scope of this complex role through the necessary knowledge of full planning procedures are required.
- Behavioural Competencies: Good teamwork player with strong analytical, negotiation and communication skills.
