Job description / Role

Employment: Full Time

• To monitor and review all aspects of BDD functions on projects to ensure that the quality of the cost engineering, planning/scheduling and contract administration effort is in accordance with the established company procedures and expectations.
• To cooperate with BDD team in the preparation and submission of prequalification and tenders.
• To work with management to prepare consolidated reports and address any specific problems or concerns related to individual projects and / or BDD staff functions.
• To work with others to coordinate workload and staffing requirements.
• To provide direct input to proposals, client presentations and contract negotiations
• To interface with companies investment entities specifically for the development of BOT / BOO
proposals.
• To ensure that both EPC and O&M scope are clearly identified and complied with in respect to commercial, technical & contractual requirements.
• To identify and develop alliances with Engineering Consultants and to meet with clients, represent the Company at pre tender meetings for tender clarification, negotiation and optimization of work scope.
• To understand and identify the scope, terms and conditions of the Request for Proposal (RFP) and determine the risks and contingencies through structured risk analysis a nd to manage the delivery of Proposals that meet the objectives of the RFP.
• To review developed estimates based on historical data, engineering take offs, vendors, subcontract proposals, site conditions, clients expectations and requirements.
• To manage teams to develop tenders and bids for future work for the Company and to directly ensure all tender and contract development activities are in accordance with company procedures and technical work instructions
• To contribute data to recommendation of Bid / No Bid based on schedule restraints, incompatibility with strategic objectives, risk profiles and advise Department management on
proposal status, bidding strategy and price
• To coordinate work with operations and other support services to develop direction and guidelines for preliminary and final operations Project Execution Plan (PEP) to ensure schedules, critical milestones and procurement deliverables are met, according to tender requirements
• To interface with EPC contractors, PMC contractors and Sub contractors on scope and pricing issues as a representative of the Company and to develop and hand over to Operations complete packages to build awarded projects including budget
• To prioritize and determine existing and future resources and personnel requirements in order to meet department current and projected workloads and demands.
• To communicates with clients as required and works for ensuring optimum tender price as well as effective post award hand over.
• Preparation of list of items along with the quantities for generating quotation or tenders.
• Preparing technical deliverables, based on tender requirements.
• Evaluation of offers to select sub-contractors meeting criteria, which includes carrying out detailed rate analysis of items comparing the quotations with rate analysis.
• Comparing the offers with the budget provisions recommendation to award the sub- contractors.
• Budgeting and cash flow preparation for the projects.
• Assist other team members to prepare contractual documents for sub-contractors and suppliers specifying all the terms and conditions and keeping within the interest of the company.
• Verifying the documents with required departments and getting approval on critical issues of the contract.
• Take the lead in Risk Assessment of tenders.
• Maintaining all documentation for future record check systematically the progress of the tendering work and suggest initiation of measures for improvement within the scope of contract.
• Maintaining awareness of new and emerging technologies and the potential application.
• Provide active supervision and technical support for assisting finance and accounting personnel.
• Maintain the sub-contractor data bank grade the sub-contractor based on performance into categories and conduct time-to-time meeting to discuss quotes, performance, resolve issues or
conflicts.
• To verify the accuracy of BOQs and tender documentation
• To maintain a day-to-day diary of all the activities, programmed, progress, site problems etc. to facilitate evaluation of contractor’s requests for extension of time and claims.
• Participation in preparation of all tender technical requirements for work programme and method statement.
• Preparation of logs and financial monthly progress reports
• Checking of contractual conditions within the tender documentation
• Responsible for the completeness and submission of tenders and proposals

Requirements

• BSc in Civil Engineering or a related field as minimum
• Master Degree is desirable
• 15 years of relevant experience in construction industry with min. 5 years in the GCC
• Knowledge of Qatar construction market
• Tender preparation experience
• Expertise with MS Word and Primavera applications
• Conversant with relevant estimation software
• Excel experience is required
• Excellent communication skills
• Excellent writing skills (English), technical editing skills
• Ability to coordinate activities of multiple proposal participants to meet schedule
• Attention to detail and stickler for quality
• FIDIC Knowledge
