Job Purpose:
With the continuously advancement in technology and the evolution of the services from basic call to complex mixture of voice and data, the need of fresh point of view to the existing and where to be is needed through this job offering for a talented consultant reporting to the head of planning & engineering director.
As the planning consultant expected to offer a wide range of advice on critical matters concerned with planning, developments and determining how best to employ the company's resources to increase revenues and profits.
Also expected to assist the top management of the company with planning the technology and alignment of business and technology intersection to deliver their knowledge to make the planning as cost effective as possible, and to ensure that the planning and production of the project runs smoothly and meet the company objectives.

Duties & responsibilities:
» Advise and suggest on new methodologies after examining existing process and procedures on planning new technologies, expansions and network evolution, with alignment with the adopted group strategies.
» Advise and suggest new ways, by utilizing existing tools and revisiting existing SOP to improve handling demand management in Planning & Engineering team as well as revisiting the skill sets with in the appointed teams as the virtual team.
» Advise on effective Tools and systems that accelerate development of new products and services as advised by the commercial team.
» IT Architecture: lead talented IT teams to review existing “As – Is” and where an operator with such volume of traffic, wide range of portfolio “To – Be” in terms of systems, process and people basing on best practices and TOGAF.
» Responsible on creating and presenting the annual and quarterly review document & annual operational planning documents, after going through the existing document and suggesting the way to improve it.
» Present observatory reports on improvement requirements on frequent bases, and expected to add value to all planning heads to improve the communications, process, and other aspect for achieving company objectives.
» Always come up with different point of view reflecting worst-case scenario or other counter experience “i.e. The Devils’ Advocate” in any requested Point of View or review of a strategy in place or to be set as well as in general matters.
» Lead as appropriately assigned a team of talented planning management team and their direct reports for critical projects and advice on how to move forward with less implication on the network or extra CAPEX.
» Advise on implementation of effective eToM, TAM and ITIL and what the organization needs in terms of systems, process and people after examining existing implementations
» Ability to manage gap analysis in various aspects in terms of maturity assessment in network in terms of process, procedures, people and systems
» Work on developing needed leadership skill for key positions in Planning & Engineering also give the advice of missing skill set or talents in order the gap to be filled with the right personnel.
» Advise on better systems for managing capital and operational expenses to ensure better tracking of heap of running projects and assist in set up clear KPI for maintain clear cost per employee ratio in different development stages of planning activities.
» Advises on the effective use of the network and property resources.
» Advise on issues such as site planning, (2G, 3G & LTE) Technology development, all while taking account of rapidly changing market conditions.
» The consultant also has to research policies that are held by the local government & the regulatory which may hinder the production process
» Research and assess what the impacts of the planned project would be on the company.
» Drawing up, presenting and negotiating competitive proposals.

Requirements

» Analytical and quantitative skills.
» Must be skilled in a number of business disciplines, particularly financial analysis and strategic marketing planning.
» Good understanding of ICT, application and cloud environments
» Experience developing and maintaining system documentation, providing project implementation support and services, and providing training.
» The consultant must be proficient in word processing and spreadsheet software, and be highly effective with both oral and written communication.
» Demonstrated ability to work independently and in team environments with a strong focus on customer service.
» Experience in system administration.
» Conducting training sessions and seminars.
» Testing products and applications.
» Hands on experience in IT architecture and best practices.
» Documenting processes and application instructions.
» Generating innovate ideas.
» Worked in operations of 12 million to 20 million subscribers is a must
» Worked in heavy competition environment is a must.

Education and Experience:
» MBA degree & Bachelor’s Degree. This degree may be in a Computer Science or Engineering background.
» Years of experience: 6 years as CTO and/or 6 years as CiO or IT Snr. Director and total of 14+ years telecommunications.
