Job Purpose:
As an important provider of engineering services with an established office, reputation and track record in the region for delivery of major projects, CH2M HILL is supporting our clients to provide program delivery services for their new projects.

The Program is to initiate, plan and Deliver 11 x 45,000 seat stadiums concurrently throughout the Kingdom of Saudi Arabia within 2 years.

Summary:
- Performs all duties in the purchasing and contracting of goods and services, including bidder prequalification, bid solicitation, bid analysis, negotiation and commitment of purchase orders, purchase contracts and construction contracts.
- Works specifically within the Category Management team in order to identify suitable categories of equipment and materials for central procurement and assignment throughout the programme.
- Performs administration of purchase orders and purchase contracts following commitments involving high monetary expenditure or risk, engineered technical specifications, or supplementary commercial conditions.
- Develops and monitors Contract and Purchases forms, for the programme and prepares project lists of tenderers.

Essential Job Duties:
- Develops and prepares project contracts and purchases forms, including liaising with legal to develop the commercial terms and conditions to be included in contractual and purchase documents on project commitments.
- Reviews and develops other commercial and technical data prepared by Design & Engineering, Construction, Controllers, Traffic & Logistics, insurance, Taxation and other Project specialists and inputs suitable terminology into purchases and contracts forms.
- Participates in the development of contracts and purchases project operational procedures.
- Prepares, maintains and monitors project lists of tenderers, ensuring input is received from all project disciplines and other interested parties. Undertake all prequalification exercises as required, producing a formal prequalification analysis report.
- Works closely with user teams, other project manager groups and Design Consultants in order to clearly define the Categories of equipment and materials required for each major project / contract package.
- Develop Request for proposal (RFP) packages for specific categories and complete all pre and post tender communications to a high standard.
- Analyse all tenders received, manage communications and bid evaluation processes and prepare a formal ltender evaluation report encompassing technical and commercial elements.
- Reviews international project commercial conditions of contracting and purchasing to ensure contracts and purchases terms, conditions and procedures are compatible with applicable PMC Directives, Instructions and Procurement Procedures developed by the SC.

Requirements

- Chartered status is preferred or membership with other professional affiliated institutions
