A leading F&B Group is seeking to recruit an experienced Procurement Manager.
The role will be responsible for the following:

Plan, organize, direct, manage, evaluate, and responsible for the budget, purchasing activities, purchasing policies and strategy of FQ organization, including the identification of opportunities for operational improvements.

Key Accountabilities
Ensure that key decision makers in the business are aware of their responsibilities in complying with Procurement regulations and that there is a shared accountability for delivering effective Procurements.
Provide high level support to the business by establishing a full understanding of both current and future business needs and customer requirements over the medium to long term.
Develop and maintain a strategic role for Procurement within the business, ensuring that Procurement needs are included in business operational plans and also ensuring that business objectives and initiatives are included within the Procurement departmental plan.
Carry out the most complex activities in the Procurement area and provide expertise and leadership to facilitate critical decision making in Procurement.
Provide leadership in developing and delivering innovative Procurement solutions to meet the requirements of the business.
Identify, plan and lead major change initiatives and business/efficiency improvement activities in procurement (and influence change in other areas) to meet current and emerging business needs.
Oversee and control the review of procurement to identify issues and emerging trends, and to provide the basis for the continual development and improvement of services.
Keep up to date with best practice in procurement and undertake professional development in line with FQ practices for Continued Professional Development
Lead highly complex and critical procurements including outsourcing and supplier management
Undertake specialist research and in-depth evaluation of alternative options, assess and make strategic recommendations to the Executive and Board.
Provide expert-level advice and support to the business at Executive and Board level on high profile and sensitive issues to guide and influence decision-making, strategy development and planning.
Ensure that the requirements of all the current tender and procurement regulations are met by the Company in purchasing goods and services and keep abreast of any HR & Admin Department
changes which may impact the business.
Participate, in the formulation of policy and strategy with regards to procurement, including organizational and business developments, and oversee the development of plans and procedures to implement agreed policies.
Ensure that all purchasing decisions are carried out in accordance with appropriate levels of delegated authority.
Oversee the maintenance of purchase administration and ensure that budget holders comply with Company procedures.
Develop and maintain strategic relationships with a full range of key individuals and groups across the company and contribute fully to critical companywide initiatives.
Develop and maintain relationships with senior individuals in key external partners in order to enhance FQ abilities to deliver its objectives and to influence major decisions.
Initiate, plan and direct major and innovative projects, and participate fully in cross-functional and strategic organization- wide projects, to ensure their delivery to time, budget and specification.
Lead the preparation of plans and budgets for the team, monitor progress against these plans and budgets and take corrective action where appropriate.
Participate fully in determining resource levels and recruit, lead, develop and motivate individuals to meet the requirements of the business, ensuring they are aware of and capable of delivering their accountabilities.
Represent the function at FQ Management meetings and, as appropriate, at external forums to ensure the interests of the function are effectively represented and to keep up to date with all relevant developments.
Contribute to updates to the procurement processes
Ensure that procurement processes are completed and documented satisfactorily and in line with government, ministerial and regulatory requirements.
Manage the maintenance of all FQ contracts.
Establish and monitor an appropriate level of supplier and contract management in collaboration with the business areas.
Drive cost reduction and quality improvements from suppliers.

Requirements

A bachelor's degree or college is usually required; however, a combination of related supply chain training and considerable experience may be considered an equivalent. Procurement Manager responsible for units Purchasing specialized materials, commodities, or business services may require a related degree, diploma, or certification
2- Training
A certified professional purchasing designation or equivalent is usually required. FQ requires that the individual will already have the required skills, knowledge, work-related experience, and/or training.

1- Non specialist knowledge
In depth knowledge of how to develop procurement and supplier management strategy, objectives and key result areas.
In depth understanding of relevant regulatory and legislative issues.
In depth knowledge of key procurement processes and procedures.
In depth understanding of all functions across FQ.
Proven track record in managing expectations of Senior
Managers and Executives
2- Specialist knowledge
Procurement Manager, recognized across the business (and possibly outside) as an expert.
In depth understanding of all aspects of risk management.
Practical examples of having delivered real value from supplier and contract management
In depth understanding of the procurement needs of internal customers
Able to assess the potential impact of emerging developments in Procurement.

Create a pro-active and strategic procurement service to ICT contributing to business objectives by delivering value for money procurement, by analyzing risks in the procurement area and implanting effective supplier and contract management practices.
