Job description / Role

Employment: Full Time

The Procurement Officer manages the procurement processes & procedures of the RCSI Bahrain in relation to stationery, educational resources, furniture and fittings, IT equipment (in liaison with the ICT Manager), and other general procurements.

Main responsibilities:
- Actively manage all aspects of the supply chain environment, to ensure cost effectiveness while satisfying the resource requirements of the various departments of the college;
- Ordering of services in particular travel arrangements for both staff and visitors. This will include monitoring of the travel entitlements of staffs and obtaining quotations from our local travel agents as well as from RCSI travel;
- Put tender processes and strategies in place;
- Develop a strategic sourcing strategy that will add value;
- Procurement of assets ensuring a minimum quotes as per the finance procedures;
- Approve and participate in the negotiation of Purchase Orders, Supply, Warranty / Guarantee Reimbursement and Capital Equipment contracts for the suppliers;
- Develop and implement a policy for the disposal of assets;
- Ensure that all contracted suppliers meet our expectations within the stipulated contract;
- Contract management and negotiation of contract modifications with suppliers;
- In conjunction with the finance department, monitor and report on procurement spending within the RCSI Bahrain;
- Develop a database of service providers / suppliers;
- Strive to maintain good documentation of all activities and conversations with suppliers;
- Maintain records and issuance of debit memos as required for defective product or other costs that the supplier is responsible for;
- Maintenance of an asset register ensuring assets are accurately loaded on the system;
- In conjunction with the facilities manager, develop appropriate maintenance protocols and records for designated resources;
- Match purchase orders to invoices;
- Ensure familiarisation with the accounting system;
- Code Invoices and prepare for recording on the financial system;
- Participate in postgraduate education and training;

Reporting to: Accounts Payable Manager
Duration: Permanent
Desired start date: Immediate
Probation: Three months
Working Hours: Sunday - Thursday 8am - 4pm
Travel requirements: Occasional travel within country

Requirements

- Effective oral and written communication in English (Arabic would be an asset);
- Excellent interpersonal and communication skills;
- Good telephone, oral and written communication skills required;
- Must exhibit the ability to remain focused on priorities amidst frequent interruptions;
- Evidence of the practice of a high level of confidentiality;
- Excellent organizational skills including administrative and time management skills;
- Must be aware of and have been exposed to basic business contract law including offers, acceptance, oral and written contracts. Must also have familiarity with generally accepted accounting principles and inventory control principles;
- Ability to negotiate and mediate;
- Flexibility;
- Ability to work independently.
