Job description / Role

Employment: Full Time

One of our key clients in Qatar is looking for a Procurement Specialist (marketing, events & communications) for a duration of 6 months responsible for execution of the end to end procurement process for corporate procurement categories within area of responsibility, including sourcing & category management, requisitioning, tendering and purchasing, contract management and selected supplier management activities, with the objective to meet internal customer requirements and achieve the best value from the supply market.

Sourcing & Category Management
- Develop sound category sourcing and contracting strategies for corresponding categories in close collaboration with internal customers
- Preparation of internal category profiles, conducting detailed category breakdown and analyzing demand drivers, potential constraints and internal customer requirements
- Preparation of external category profiles, assessing supply market dynamics, value chain and cost structures and identifying capable and competitive suppliers
- Development of category sourcing strategies, assessing local private sector development opportunities, applicable purchasing methods and contracting model options, in line with defined frameworks
- Definition of category strategy implementation plans

Requisitioning, Tendering & Purchasing
- Execute effectively and efficiently the tendering process for corresponding categories
- Support internal customers in the preparation of Scope of Work (SOW) and detailed evaluation criteria for Invitations to Tender (ITT)
- Preparation and issuance of Request for Information (RFI) documents and ITT packages
- Proposal of composition of evaluation teams and tender opening committees
- Coordination of site visits and responses to tender clarifications
- Participation in tender evaluations, negotiations and contract finalization up to award
- Participation in the preparation of technical, commercial and overall evaluation and award recommendation reports
- Preparation of supplier agreements in collaboration with Legal and relevant stakeholders

Contract Management
- Manage contract documentation and ensure proper record keeping and that all guarantees and insurance certificates are in place
- Prepare and launch contract implementation plans, ensuring proper contract management systems are in place
- Continuously monitor contract compliance, tracking performance against defined KPIs and taking or recommending corrective actions when required

Supplier Management
- Provide input to supplier segmentation and support management of relationship with suppliers in line with defined interaction model
- Support and provide input to supplier performance evaluation and potential corrective actions

Requirements

- Minimum Bachelors Degree in Business Administration, Engineering or any related subject
- Masters degree is an advantage
- Professional qualification / certification from procurement professional body, such as the Chartered Institute of Purchasing & Supply (CIPS), is an advantage
- More than 8 years of procurement experience with at least 2 years in procurement of indirect materials and services
- Strong supplier / industry knowledge for assigned categories
- Experience working in the Middle East region is an advantage
- Good project management skills
- Excellent communication skills (oral, written, presentation)
- Excellent analytical skills
- General computer literacy (e.g. Microsoft Office Word, Excel, PowerPoint, etc.) mandatory
- Specific computer literacy (e.g. ERP systems, e-Procurement tools) is an advantage
- Fluent English language
