The RoleThe RoleThe Program Controls Manager (PCM) is responsible for the implementation and management of Sub-Program project controls for a multi-billion dollar Sub-Program within the Abu Dhabi International Airport CDP in line with industry best practices, program standards, corporate governance and associated requirements. This individual directly manages Project Controls Engineers and Schedulers, and reports to the Commercial Manager for the Sub-Program for day to day direction and the Head of Project Controls functionally for programmatic consistency and standards. The PCM is responsible and accountable to initiate / develop, capture, calculate, track, maintain, report, analyze and make recommendations on all schedule, budget / cost, performance and related data and ensure all data is kept current within the Enterprise Program Controls System and is consistent with program policies, procedures, and standards. This individual ensures information to support decision-making by the Project Manager and Deputy Program Manager, along with the Sub-Program Team is kept current and available, as well as making recommendations to the Program Management team based on analysis and experience. This individual has oversight for all Construction Management Agency (CM) project controls staff to ensure responsibilities and accountabilities are met to support the overall integrated program controls portfolio solution. As the lead for project controls within a Sub-Program, the PCM may produce and/or compile, assist, or manage resources completing any one of the following: · Project / Sub-Program management consultation on factors affecting budget, cost, schedule, risk and related areas. · Maintains Earned Value Management System and performance measurement baseline and analysis (including time phasing of data). · Interfaces heavily with Commercial Team regarding contracts and pre and post contract award administration / management. · WBS Management. · Cash Flow and related accounting / financial calculations and analysis. · Manages work streams and business processes to ensure efficiency and accuracy of information. · Maintains liaison with Finance Department and ensures data interfaces are aligned; reconciles and coordinates Sub-Program and Project cost data with Owner's financial program and project data. · Maintains liaison with project staff and field staff for monthly / bi-monthly updates. · Primary interface for Construction Management Agency (CM) in the field related to project controls. · Monitors and enforces compliance of CM and General Contractors to key contractual elements relative to project controls. · Supports project management in accomplishing project status review and performance control. · Coordinates, supervises and checks the work of those scheduling, cost controls, and engineering personnel assigned to projects under his/her direction; audit level review of CM deliverables. · Perform a variety of cost engineering functions encompassing cost / budget control, forecasting, and cost reporting under limited supervision. · Support Head of Project Controls on overall program controls. · Develops detailed reports and analysis monthly. · Promptly anticipates cost overages or other unsatisfactory cost or schedule elements and prepares advance warnings and exception reports. · Collect project reports (within and outside Owner work streams) and evaluate for completeness; consolidates into sub-program level for vertical reporting. · Initiate value add processes / deliverables for the Owner; continuously improve existing processes / deliverables; enforce lean management and lead innovation. · Lead and motivate the project controls team. Perform other job-related duties as required. |
RequirementsRequirements* Bachelor's Degree Engineering or related discipline. * Minimum 10 years experience working within large organizations in similar program controls roles. * Must be able to lead a team of 10+ individuals with oversight functionally for 20+ individuals in multiple organizations / companies. * Experience in Finance / Accounting a plus. * Experience working with integrated Program Controls software solutions a plus. * Must be a motivated self-starter who can lead / manage autonomously with only conceptual input and/or periodic direction from the Head of Project Controls / Senior Management, develop detailed department mission objectives / plans and deliver within prescribed timelines. * Must possess strong attention to detail and accuracy, as well as excellent oral and written communication skills including presentation of data in highly professional formats (including tables, charts, graphics, colors / fonts etc.). |
