Continuing growth of major infrastructure projects in the country of Qatar is creating exceptional opportunities typically only experienced once in a lifetime. An infrastructure budget of over $120B over 7 years enables professional challenges for executive candidates to impart their world standard knowledge. Our client, the Qatar Public Works Authority, therefore is seeking to recruit a Program Commercial Lead for a tunnel and iconic bridge project connecting the Business District of Day with the new Airport area valued at USD7B .

Reporting to the Programme Manager, this role is responsible for the delivery of QR30B of capital programmes, including to:

• Monitoring of all commercial activities with supply chain partners comprising programme management consultant, Design Consultants, Contractors and suppliers. Commercial activities to include but will not be limited to applications for payment, invoices, change orders, variations and claims.
• Work in partnership with consultants and contractors to ensure delivery of the capital programme within the authorised budgetary constraints and in accordance with the company’s financial objectives.
• Responsible for application of commercial governance procedures across the capital programme to provide regular and validated reports on programme and project commercial performance.
• Preparation of regular cost control and forecast reports and briefing papers on the financial status of the local roads & drainage programme.
• Management of commercial risk across the capital programme and support the programme team in preparation of management reports to propose strategies for mitigation.
• Management of the commercial and financial performance of the PMC and consultants and provision of feedback to ensure continuous improvement in the quality of service delivered through the supply chain..
• Ensure the implementation of project gateway capital approval processes in accordance with company procedures.
• Detailed Monitoring of cost reports forecasts and schedules submitted by the PMC.
• Preparation of reports and briefing documents to ensure that financial and commercial performance is monitored according to company requirements.
• Management of the commercial aspects of change authorisation on all contracts within the programme.

Requirements

Essential attributes include:

• Degree qualified in Quantity Surveying, Cost Engineering or comparable with a minimum of 15 years’ commercial experience in infrastructure projects ideally tunnelling or bridges.
• Preferably candidates should be experienced in implementation of infrastructure programmes in excess of USD500M.
• A minimum of 5 years experience in the government sector i.e. government infrastructure organizations preferably in relation to drainage and or roads infrastructure would be highly regarded.
• Senior management experience, managing large teams of varying ability and experience
• Experience in directing and managing significant engagements from the client side, preferably within a government agency.
• Experience of working in Qatar or the Gulf region is desirable.
