We currently seek a professional to take on a leadership position as the Programme Design Manager. By joining WSP you will be exposed to the full breadth of our Middle East business, helping to deliver the same high standard of comprehensive and integrated design and supervision services that have seen WSP become the UAE’s leading interdisciplinary practice of designers and engineers.

Coming from either a Civil/Structural or Building Services background, the Programme Design Manager role is accountable to maintain and provide consistency across a large buildings and infrastructure programme in Doha. You will support the Programme Manager by ensuring that the necessary framework is in place to allow the design team to produce fully coordinated and complete information that meet overall programme requirements in respect of time, cost and quality. You will also be tasked with implementing a consistent programme wide design management approach which can be defined, measured and improved upon over the duration of the programme, and which will provide the basis for a comprehensive design management framework for the PWA in legacy mode.

Requirements

Your focus in this position is primarily project focused, but covers four key areas;

Project Leadership
The Programme Design Manager will be responsible for multiple projects and be expected to perform and/or provide the following activities or outcomes:
• Ensuring that the brief is scoped correctly to enable appropriate procurement of consultants.
• Ensuring that the DCSC has the necessary frameworks in place to facilitate the production of fully coordinated and complete information in a timely manner.
• Ensuring that the appropriate reviews and checks take place at Stage Gateways and key intervention points within the design process
• Organising and implementing Design Reviews and facilitating the Value Engineering of Design Consultants solutions.
• Use his or her skill and experience to determine an appropriate course of action in any situation. This may include but not be limited to:
1. Recommending the appointment of an additional Consultant
2. Recommending a Peer Review
3. Making recommendation for Approval or Non Objection

Specific Responsibilities include:
• Implementing the PMDS Design Management processes.
• Managing the development of the project Brief, Scope & Deliverables.
• Ensuring that review requirements are defined in the ITT and that design reviews are incorporated within the DCSC’s design programme.
• Monitoring compliance with the Project Brief.
• Monitoring progress against the Project Scope.
• Scheduling of Design Reviews at Gateways and Control Points.
• Organising and Managing Technical Review team resource and input.
• Making recommendations for proceeding to the next control point.
• Chairing and providing minutes for all Design Review Meetings.

Technical
• Proven experience on complex and multi-disciplinary projects.
• Proven understanding of design and construction documentation.
• Proven understanding of design programmes.
• Experience in value management and value engineering.
• Experience in integrated design and delivery

Business Leadership
• Responsible for the leadership and support of your team
• Ensure that Health & Safety is embedded into all work practices in line with company policies
• Ensure the right resources are utilised effectively at the right time across their team and projects.

Project Leadership
• To act as project director on selected projects by leading and managing the successful delivery of high quality multi and single disciplinary projects
• Ensure proactive project planning, stakeholder and risk management takes place across projects
• Support the team to identify, assess and manage major project risk and secure the best commercial return from the projects in their portfolio
• Accountable for the completion of monthly management project reports to be issued by set deadline

Essential Qualities & skills required:-
• BEng /BSc (Hon) degree or equivalent discipline an engineering subject with minimum 10 years post graduate experience
• Member of associated Professional body
• C.Eng preferred although not essential
• Experience and proven ability to lead and manage an engineering team and multi-disciplinary projects
• Experienced user of Microsoft Office
• Comprehensive experience of technical design and associated discipline software
• Design team leadership
• Collaboration and teamwork
• Good communication skills
• Comprehensive knowledge of Plan(s) of Work and WBS
• Project planning and implementation
• Knowledge of industry best practice
• Knowledge of codes, regulations and specifications
• Good report writing ability
• Programme control principles
• Development control processes
• Project planning and implementation.
