Our client, a government agency, seeks a Programme Manager as the client’s representative to program manage an iconic new Zoo project which will be a world class destination providing a unique zoological experience for its visitors. The new zoo will boast a drive-through safari, an Asian jungle, a South American rainforest and facilities will include; hotels, a unique land bridge to allow animals to roam to the adjacent Aspire Park, educational and conservation discovery centre and multiple entertainment and food and beverage outlets. Continuing growth of major infrastructure projects in the country of Qatar has created this world standard project for this client who is charged with delivering an infrastructure budget of $120B+ over a 7 year period.

Reporting to the National Project Director, this role is responsible for the delivery of the project including:

• Management of supply chain partners comprising programme management consultants, General Engineering Consultants and Contractors and suppliers.
• Working in partnership with consultants and contractors to ensure delivery of the capital programme to achieve time, quality and financial objectives.
• Administration of professional services and works contracts on behalf of the client ensuring the highest standards of Governance and application of policies, standards and procedures.
• Preparation of regular reports and briefing papers on the progress of the capital programme.
• Management of risk across the capital programme and preparation of management reports to propose strategies for mitigation.
• Management of the performance of the Project Management Consulting Groups and provision of feedback to ensure continuous improvement in the quality of service delivered through the supply chain.
• Coordination with internal and external stakeholders to ensure appropriate levels of liaison in support of programme delivery.
• Management of the programme delivery team comprising engineers, commercial managers, project controls managers, schedulers and project coordinators.
• The implementation of project gateway approval processes in accordance with company procedures.
• Management of the technical approval process to ensure that appropriate company resources are mobilised for technical acceptance and approval of standards to be adopted for the programme.
• Management of the process of handover of completed infrastructure assets for beneficial use to the company.

Requirements

The essential attributes required for this role include:

• Degree qualified Chartered Engineer or Programme Management Specialist with a minimum of 15-20 years’ experience in the delivery of infrastructure projects and must have previous zoo experience.
• A minimum of 5 years’ experience in the government sector i.e. government infrastructure organizations preferably in relation to infrastructure and zoo projects.
• Preferably candidates should be experienced in implementation of infrastructure programmes in excess of USD500M.
• Senior management experience, managing large teams of varying ability and experience.
• Experience in directing and managing significant engagements from the client side, preferably within a government agency.
• Experience of working in Qatar or the Gulf region is desirable.
