Our client, a government agency, seeks to recruit a Programme Manager for a mega project as the client’s representatives to project lead and manage a vital drainage infrastructure for the southern part of Doha. This scheme will include a major deep tunnel sewer network and advanced sewage treatment works valued in excess of USD2 Billion. This role is responsible for the project delivery accountability on this major project. Client only seeks candidates with a demonstrated track record of delivery programmes of complexity.

Reporting to the Manager of the Technical Office (President’s Office), this role is responsible for the delivery of the project including:

• Management of supply chain partners comprising programme management consultant, General Engineering Consultants and Contractors and suppliers.
• Work in partnership with consultants and contractors to ensure delivery of the capital programme to achieve time, quality and financial objectives.
• Administration of professional services and works contracts on behalf of the firm ensuring the highest standards of Governance and application of the firm’s policies, standards and procedures.
• Preparation of regular reports and briefing papers on the progress of the capital programme.
• Management of risk across the capital programme and preparation of management reports to propose strategies for mitigation.
• Management of the performance of the PMC and consultants and provision of feedback to ensure continuous improvement in the quality of service delivered through the supply chain.
• Coordination with internal and external stakeholders to ensure appropriate levels of liaison in support of programme delivery.
• Responsible as line-manager for the programme delivery team comprising area road and drainage engineers, commercial managers, project controls managers, schedulers and project coordinators.
• Ensure the implementation of project gateway approval processes in accordance with PWA procedures.
• Manage the technical approval process to ensure that appropriate firm resources are mobilised for technical acceptance and approval of standards to be adopted for the programme.
• Manage the process of handover of completed assets for beneficial use.

Requirements

The essential attributes required for this role include:

• Chartered Engineer / Project Director with a project directing / delivery specialisation with a minimum of 25 years’ experience in the delivery of projects which are international assignments ideally from the GCC.
• Demonstrated track record of delivering programmes of similar scale and complexity, preferably in the disciplines of sewerage and drainage are required.
• A minimum of 5 years’ commercial management experience in the government sector i.e. government infrastructure organizations would be highly regarded with extensive experience in infrastructure and drainage projects.
• Preferably candidates should be experienced in implementation of infrastructure programmes in excess of USD500M.
• Experience in directing and managing significant engagements from the client side, preferably within a government agency.
