The country of Qatar continues to experience substantial construction growth with infrastructure budgets rising to over $120B for infrastructure and road projects by 2016. To support this growth, our client; the public works authority; has created the role of Programme Manager IDRIS to drive a major project. IDRIS is the Inner Doha Resewerage Implementation Strategy which is a major drainage portfolio programme comprising 35km of tunnel sewer and a new wastewater treatment plant for the southern districts of Doha valued at USD3B.

Reporting to the Director Infrastructure Affairs, the Programme Manager is responsible for the delivery of a QR 8bn capital programme comprising a tunnelled transfer scheme, wastewater treatment plant and marine outfall. The responsibilities comprise the:

• Management of supply chain partners comprising programme management consultants, Design Consultants, Contractors and suppliers.
• Working in partnership with consultants and contractors to ensure delivery of the capital programme to achieve time, quality and financial objectives.
• Administration of professional services and works contracts ensuring the highest standards of Governance and application of company policies, standards and procedures.
• Preparation of regular reports and briefing papers on the progress of the capital programme.
• Management of risk across the capital programme and preparation of management reports to propose strategies for mitigation.
• Management of the performance of the PMC and consultants and provision of feedback to ensure continuous improvement in the quality of service delivered through the supply chain.
• Coordination with internal and external stakeholders to ensure appropriate levels of liaison in support of programme delivery.
• Responsible as line-manager for the programme delivery team PWA drainage engineers, commercial managers, project controls managers, schedulers and project coordinators.
• Ensure the implementation of project gateway approval processes in accordance with company procedures.
• Manage the technical approval process to ensure that appropriate company resources are mobilised for technical acceptance and approval of standards to be adopted for the programme.

Requirements

• Degree qualified Chartered Engineer or Programme Management Specialist with a minimum of 15 years’ experience in the delivery of capital investment programmes in the water sector valued at USD1.2B
• A minimum of 5 years experience in the government sector i.e. government infrastructure organizations preferably in relation to drainage and or roads infrastructure
• Senior management experience, managing large teams of varying ability and experience
• Experience in directing and managing significant engagements from the client side, preferably within a government agency.
• Experience of working in Qatar or the Gulf region is desirable.
