Primary Function:

As external sourcing on HPS projects becomes increasingly important to stay competitive, grow the business and support compliance, it is crucial to have new procurement roles defined to support Large MAC programs procurement work within the Middle East region. Therefore, a Project Buyer role has also been defined to support major Large Projects in KSA and covering below tasks and responsibilities.

Responsibilities:

• Own the tactical procurement responsibility for purchase scopes on assigned Large Project(s)
• Create purchase orders (PO) in Oracle system in line with agreed terms and conditions with supplier
• Ensure PO is correct and complete for commercial and logistic details
• Arrange PO acceptance and planned delivery dated information from supplier
• Update project controls team about supplier invoicing schedule
• Follow up supplier actions and material delivery
• Update project procurement register (internal & customer submittal)
• Track material receipt in Customer Solution Centre (CSC) and updated details to project team
• Coordinate with marshalling supplier for free issue items
• Validate CSC charges and logistics cost
• Track receipt of supplier invoices (with all attachments) and ensure receipting in Oracle system
• Monitor invoice matching and resolve any HOLD reasons
• Ensure timely payment to supplier to avoid impact on next material delivery in project
• Be fully aware of the scope of supply as agreed in the subcontracts or rate agreements
• Support the expediting and inspection needs on the project
• Work in line with the agreed project procurement and quality plans/ procedures
• Report the progress and performance of the suppliers to the Project Manager and Procurement Manager
• Schedule and organise audits and inspections at supplier locations to validate reported progress
• Work proactive in detecting potential issues and risks in deliverables and mitigate them as much as possible
• Perform the procurement activities in line with the Global Procurement procedures and processes in compliance with Sarbanes Oxley and quality requirements
• Coordinate and team up with local buyers and work as team
• Support internal and external audits on procurement procedures

Requirements

• Diploma or Degree in an engineering field
• Minimum of 4 years of work experience in the automation industry related to Procurement and expediting work with large project material
• Experience executing and following up with subcontracts or purchase agreements
• Technical knowledge of specifications for commodities and services required in Oil and Gas automation projects
• Good organisational skills and productivity
• Voluntary and positive attitude, able to build and maintain a team spirit
• Very results driven and pro- active
• Able to communicate, read and write fluently in English and Arabic
• Have operational experience with ORACLE PO or equivalent systems
• Willing to travel locally within the context of the projects
