Job Description

The GCC is witnessing an increasing investment in transport infrastructure including provision of major heavy, Metro and light rail schemes. Atkins is positioned to play an important role in providing technical solutions to many of the opportunities presented by this development programme.

Reporting to the Project Director and responsible for a Commercial Management/Project Controls team, you will have responsibility for delivering against the commercial objectives set out at the commencement of the project.

Responsibilities

Overall responsibility for the commercial performance of the project team.
Report to the Project Director and on the earned value progress, costs to complete and quality of change control and justifications of valid delays being provided by the design teams.
Monitoring all commercial indicators at all stages, to ensure that accurate and professional cost to complete computations against clear work scopes are delivered by the Project teams.
Professional interface and liaison with design team and clients representative.
Ensure the quality and timeliness of commercial inputs to the Project Director.
Monitor and report to the Project Director the design and PMs teams adherence to the commercial procedures described in the Project Execution Plan.
Create a positive and proactive approach to commercial process.
Administration of all contracts and subcontracts.
Conduct commercial team meetings, commercial briefings to Project and senior Regional management staff.
Deliver agreed commercial actions.
Assist with Staff development appraisals.
Establish and maintain regular invoicing in accordance with the contract, paying strict attention to cashflow.

Requirements

Principal Accountabilities

Support the Project Director (PD) in all aspects of making the project a commercial success and provide all necessary commercial advice.
Provide commercial leadership to the project team, including all necessary coaching to project staff.
Work with the team to maximize commercial potential from the project, particularly focusing on change management and cash flow.
Understand and interpret Atkins rights and responsibilities under the signed contract for the Services and manage contract administration.
Supervise the day-to-day commercial management of the Project.
Co-ordinate the commercial appointments of the supply chain, including other Atkins business units and sub-consultants.
Manage the accounts of sub-consultants against their sub-contracts, including variations.
Develop and manage the commercial administration, monitoring and change control system requirements, as required by the Contract and to comply with Atkins internal business processes and systems, as applied through the Project Specific Execution Plan.
Comply with the commercial requirements of the Project Execution Plan and Project Quality Plan and monitor delivery of our services to these documents and requirements.
Supervise the maintenance of a daily relevant event incident log.
Maintain the Project Commercial Risk Register and review on a minimum monthly basis or more often as necessary.
Review change impact proposals including resource schedule, cost and programme to establish robust applications for variation orders and extensions of time as applicable.
Review spend and programme and challenge design participants to deliver accurate cost to complete estimates on a monthly basis.
Monthly reporting of subcontract account status.
Monthly reporting of variations and potential variations status and progress.
Review and comment upon the Project PSR (project summary report- accounts) and identify any negative variances; make suggestions on any necessary corrective actions to the Project Manager.
Maintain agreed cash flow objectives by billing in accordance with the agreement, and maintaining a close relationship with the contractors accounts department (using the Credit Control Policy and Procedures as appropriate) to resolve queries or disputes on invoices as soon as they are identified.
Understanding of and adherence to Atkins internal Business Management System (BMS).

Requirements

Technical Competencies / Qualifications / Experience

Essential

Exceptional communication, negotiation and leadership skills with extensive management experience.
Degree qualified in an engineering or relevant commercial and or cost management discipline.
Exceptionally commercially astute.
Member of a recognized professional institution.
Minimum of 15 years of post graduate professional experience of which 10 managing contracts within the consultancy/construction industry.
Senior level management or commercial experience on at least one major design and construct project.
Administrative skills.
Delegation skills.
Computer literate in the essential MSoft software, ie Word, Excel and relevant presentation programmes.

Desirable

Proven background and experience in management of commercial change control, consultant claims and justification of extensions of time.
Relevant similar experience within the Middle East.
Experience with design for multi-disciplinary rail projects.
