Location : Doha, Qatar

The country of Qatar is currently experiencing an economic boom in economy and industry and has placed an emphasis on a major drive toward development of infrastructure services and construction of projects on a national scale. Our client, the leading government agency for infrastructure development and project management, is growing their specialist teams and now look to appoint a Project Control Advisor.

Reporting to the Manager, Engineering Business Support; you will be a technical advisor for the strategic direction of project control / cost estimation building, civil and infrastructure projects for the country of Qatar. Further this role will centre on the setting of the business structure, the creation of efficiencies and standardization of polices, procedures and manuals. This is a role where you can impart your knowledge in this emerging economy.

Responsibilities include:

• Preparation of reliable and realistic cost estimates and change control Manuals.
• Help in Design appraisal and advise on cost of alternative design solutions and participate and advise on Value Engineering.
• Setup and manage Cost Database including cost analysis and periodic updates of the basic material, plant and labour cost.
• Review the rates and productivity of different trades including trend analysis (Market Testing)
• Advise on procurement strategy etc.
• Review any potential changes or risks envisaged and in turn estimate where possible future saving or additional costs can be identified.
• Establishing Budget and Forecasting cost for projects.
• Help in Design appraisal and advise on cost of alternative design solutions and participate and advise on Value Engineering.

Requirements

Key attributes for this role include:

• B.Sc. (Quantity Surveying/Civil Engineering) Degree
• Chartered status and membership of professionally recognized institution (RICS, AACEI, CIOB, ICE)
• Minimum 15 years hands on experience in multi-disciplined project cost estimating which includes 7 years in major projects and 3 years construction site experience is preferable.
• Familiarity with local market rates as well as construction practices in the surrounding region.
• Knowledge of materials, methods, and the tools involved in the construction of buildings and infrastructure projects.
• Knowledge of international standards ,specifications and the guidelines and procedures manual of the Contract Management i.e. Engineering Standards, tenders’ fixed terms and references .
• Proficiency in computer programme used for cost estimating and to provide consistent budget quantity project cost estimates.
• Good oral and written English language with report writing and analytical skills.
