The country of Qatar continues to experience substantial construction growth with infrastructure budgets rising to over $120B for infrastructure and road projects by 2016. To support this growth, our client; the public works authority; seeks a Project Controls Manager for a major drainage project known as IDRIS. IDRIS is the Inner Doha Resewerage Implementation Strategy which is a major drainage portfolio programme comprising 35km of tunnel sewer and a new wastewater treatment plant for the southern districts of Doha valued at USD3B.

Reporting to the Programme Manager, this role is responsible for ensuring capital works projects are delivered in accordance with company project procedures and controls including to:

• Monitor supply chain partners comprising Programme Management Consultants, Design Consultants, Contractors and Suppliers.
• Work in partnership with consultants and contractors to ensure delivery of the capital programme to achieve time, quality and financial objectives.
• Apply governance procedures to provide regular and validated reports on programme and project performance.
• Prepare regular reports and briefing papers on the progress of the IDRIS programme.
• Manage risk across the capital programme and preparation of management reports to propose strategies for mitigation.
• Manage the performance of the PMC and consultants and provision of feedback to ensure continuous improvement in the quality of service delivered through the supply chain.
• Ensure the implementation of project gateway approval processes in accordance with company procedures.
• Manage the technical approval process to ensure that appropriate resources are mobilised for technical acceptance and approval of standards to be adopted for the programme.
• Monitor progress reports and schedules submitted by the PMC.
• Prepare reports and briefing documents to ensure that programme performance is monitored according to company requirements.

Requirements

• Degree qualified Chartered Engineer / Quantity Surveyor or project controls specialist with a minimum 15 years’ experience in project controls, risk management and design and construction management.
• Preferably candidates should be experienced in implementation of infrastructure programmes in excess of QR1bn.
• A minimum of 5 years experience in the government sector i.e. government infrastructure organizations preferably in relation to drainage and or roads infrastructure
• Senior management experience, managing large teams of varying ability and experience
• Experience in directing and managing significant engagements from the client side, preferably within a government agency.
• Experience of working in Qatar or the Gulf region is desirable.
