In Libya, AECOM leads the Program Management Department for the Great Socialist People's Libyan Arab Jamahiriya Housing and Infrastructure Board (HIB). AECOM is the main advisor for the Libyan HIB for major cities throughout the country. The company serves as the overall program manager of the HIB capital budget program - a comprehensive housing and infrastructure development program for Libya that will create an enhanced environment for its citizens and visitors.

The scope of this effort includes the construction of new housing and infrastructure systems for all major cities in Libya; urban design and development; housing units and residential settlements; upgrades to existing infrastructure, roads, highways, bridges, water, wastewater and other utility systems; and environmentally focused sustainable processes. The project scope also includes the knowledge transfer and training of over 100 HIB executives, engineers, and technical specialists at AECOM global offices on program management, construction management and inspection, and planning and design. AECOM is seeking a talented individual to be our Program Controls Engineer - Cost Control to provide project controls services (scheduling, resource planning, and cost analysis) for engineering projects.

Responsibilities include:
- Supporting project managers in all areas of resource planning, progress planning and control, and cost estimating, forecasting and analysis for projects through all phases of engineering projects.
- Providing guidance, direction, and specialized assistance to project managers for the resolution of difficult and complex project control problems.
- Updating project schedules with critical milestones for all parts of the cross-functional project effort, including internal and external project activities.

Requirements


Requirements


- Bachelor's degree engineering or related scientific field of study required and senior scheduler with at least 5 years experience with strong cost background preferably at Program level (Earned Value Management, Forecasting, Cost Estimating).
- Experience with advanced scheduling principles and using Primavera 6 (P6) or other related system applications. Excellent verbal, communication and interpersonal skills; Proficiency with Microsoft Office especially Word and Excel.
- Strong attention to detail, excellent time and project management skills, and the drive to complete and follow-through for completeness. The Candidate will be involved with Capital Program Forecasting. Must have very strong finance background experience. Occasional travel as required
