Employment: Full Time

Project Controls Lead responsible, as PWA representative, for the schedule, cost, reporting, risk management, and information management functions for delivery of QAR 10 billion portfolio of education, medical, marine and general building projects for Government clients. A key function is management of the PWA interface with the Programme Management Consultant (PMC).

Responsibilities:

Management of Project Controls to achieve a high standard of corporate governance in accordance with PWA policies, standards and procedures. This includes working with PWA departments and the PMC to:

Develop the Work Breakdown Structure for the project portfolio

Prepare the Master Schedule and Cost Plan, identifying review and approval milestones

Implement schedule and cost management plans and budget controls

Implement risk and contingency management

Implement change control

Provide trend analysis

Provide schedule, cost and cash flow forecasts

Implement accurate project reporting to a fixed schedule
Work collaboratively with consultants and contractors to ensure portfolio delivery within schedule and financial objectives. In particular, ensure that PWA required reports, reviews and approvals are scheduled and actioned.

Establish the Risk Management Plan and manage risk workshops, risk register, and prepare regular reports and briefing papers on the status of the risk and mitigation actions.

Identification and coordination of interfaces with internal and external stakeholders to ensure necessary support to enable delivery of the projects.

Monitor implementation of PMCs’ project controls, information management and administration processes, and manage the interfaces with PWA.
Review PMCs’ recommendations for scope, schedule and budget changes.
Prepare monthly project Status Report - content to include:
Executive Summary Report to provide headline status
Progress Report
Cost Report
Risk and Opportunity Report

Line Management:

Responsible for a small team of Project Controls staff who will also provide support for PWA managed projects.

Requirements

Qualifications & Requirements

Mandatory requirements:
• University degree from a recognised university in an appropriate field such as: engineering; project management. Degrees in other relevant fields will also be considered.
• Certificate in use of Primavera P6.
• Driver's License.
• Proficient in English, written and spoken.

Desirable requirements:
• Master’s degree in a relevant field.
• Chartered status from a recognized institution.

Experience & Knowledge
• A minimum of 20 years’ experience in managing project controls for the design and construction of major new building programmes.
• Experience in monitoring and supporting the project controls functions of consultants and contractors from the client side, preferably within a government agency.
• Experience in the application of Primavera P6, and Primavera contract manager on major building projects.
• Experience in the integration/interfacing of Information management systems to support information work flow, and to capture and accurately report performance of consultants and contractors.
• Have good knowledge and experience of the project lifecycle for building projects in respect of planning, budgeting, cost and schedule control, and change control.
• Experience of working in Qatar or the Gulf region is desirable.
