CH2M HILL Prioject Controls Manager - Doha, Qatar

Job Purpose:

CH2M HILL are to provide execution stage Program Management Support Services for an Urban Rail Project in Qatar with a major Railway Systems & Rolling Stock EPC Contractor.
The Project will include the preliminaries, design, integration, manufacture, supply, delivery, installation, testing, and commissioning on one of the largest global single Rail System projects.
The Project Controls scope to be provided by CH2M HILL will require a Project Controls Manager who will be responsible for a team of four project planning staff to manage and coordinate the planning services of the Rail Systems Contractor and their planning leads. CH2M HILL will represent the Rail Systems Contractor in program control and programme (schedule) interface management towards the Employer, the Engineer and principal external interfacing parties in relation to the EPC contract.

Reporting to both CH2M HILL's Project Director and the Contractor Project Director the PCM will be responsible and accountable for the planning, management and successful timely delivery of the entire Project Controls function and services, particularly in relation to programme (schedule) management and integration services, and for the direction and management of the Project Controls team

.Job Responsibilities/Accountabilities:

The post will require you to:
- Prepare Contract Project Controls Plan for Statement of No Objection (SONO)
- Manage and coordinate the Contract detailed time programmes and time chainage programmes (prepared by EPC planning teams and managed by planning managers) and integrate them into a consolidated detailed time programme including resource and cost loading for the Engineer's SONO. This includes management and coordination of summary level reports and narratives for the consolidated detailed time programme for the Engineer's SONO, and programme updates
- Manage and coordinate the EPC Contract detailed sub-programmes, prepared by the EPC planning teams and managed by planning managers and principal sub-contractors, including monthly issue of the following sub-programmes including resource and cost loading to the Engineer:
* Design sub-programme (consolidated)
* Coordinated design interface supporting programme
* Document submittals sub-programme (consolidated)
* Site establishment sub-programme
* Sub-contractor procurement sub-programme
* Equipment procurement sub-programme (all systems)
* Manufacturing sub-programme (all systems)
* Supply sub-programme (all systems)
* Depot design, infrastructure, facilities and buildings construction sub-programmes (consolidated)
* Design Verification Engineer certification package sub-programme
* Method statements sub-programme
* Material approvals sub-programme
* Mock-ups programmes (individual)
* Installation sub-programme (consolidated)
* Fitting out sub-programme (consolidated)
* Systems integration sub-programme for SONO
* Inspection and test plan schedule
* Testing & commissioning programme
* Buffer stock supplies and spare parts sub-programme
* Training programme
* O&M manuals preparation sub-programme
* Maintenance mobilization programme
- Earned value measurement reporting, monthly cashflow analysis (in Primavera P6) and programme updates
- Programme (schedule) interface management towards the Employer, the Engineer and principal external interfacing parties in relation to the EPC Contract
- Fulfill 'Contractor Project Controls Manager' responsibilities
- Prepare the EPC weekly and monthly progress reports
- Manage Project Controls resources and scope. Manage and supervise the Project Control services

Requirements

Job Requirements/Qualifications/Experience:

- The Project Controls Manager will come with significant experience in major Railway Systems supply and integration projects, including integration management and project management
- At least 15-20 years' experience in project controls management
- Educational qualification, bachelor's degree or above, in construction management, engineering, project management or related technical field
- Fully conversant with all aspects of project controls on rail transit programs or projects including risk management, scheduling and progress monitoring, cost estimating and control, configuration and change management, document control and reporting
- Experience of supervising a project controls team on a large project of comparable scale and complexity, with multiple entities (JV/consortium parties etc.)
- Knowledge of EPC/full service, program/project management, JV/consortium project delivery processes
- Hands-on experience in:
* Primavera Project P6 for planning and scheduling
* MS Project for planning and scheduling
* TILOS time chainage software
* Schedule risk analysis software
* Earned Value measurement
* Risk register development/maintenance
- Proficient in Excel, Word and presentation software
- Experience of working in the Gulf region (this is preferable but not a requirement)
- Chartered status or Professional Licence (this is preferable but not a requirement)
- Active membership of PMI or similar association (this is preferable but not a requirement)
