Job description / Role

Employment: Full Time

As the Project Controls Manager you will be responsible for Cost Engineering, Cost Estimating, Cost Analysis/Control,and planning/scheduling activities for a major project for discipline/project/proposal estimating or staff planning activities that require a high degree of technical skill and experience.

Role and Responsibilities
- Provides cost engineering/planning and scheduling guidance.
- Identifies, analyses,and provides innovative solutions to cost engineering and planning/scheduling problems.
- Responsible for effective execution of Project Controls programs on large or major project/program in accordance with Project Controls Procedures.
- Reviews and approves Earned value Data,Proposal Financial
- Summaries, Project cost Status Reports for the assigned project
- Reviews contract drafts for adequacy of cost and scope definition and Project Controls requirements.
- Coordinates development of all data in support of negotiations and on-going contract administration.
- Prepares, coordinates, and directs Project Controls presentations to senior management,as required.
- Participates in the development and training of assigned personnel and the implementation of on-the-job and classroom training programs.
- Interviews candidates for employment and makes recommendations for employment decisions.
- Directs project control activities.
- Develops,interprets,and executes policy, objectives,and standards applicable to cost and schedule control and analysis activities.
- Prepares the Project Controls Plan for assigned project/program.

Requirements

Experience
- Possesses a BSc or Master's degree in engineering fields or equivalent
- Has 15 years of work experience preferably in a railway environment
- Has at least 10 years' experience in the field of project controls management at a senior level
- Experience in directing cost in engineering functions,including cost estimating,control, and analysis, and planning and scheduling functions, including schedule development,control,and analysis,in the field and the home office.
- Experience and demonstrated skill in establishing criteria for Project Controls activities.
- Expert level of knowledge of engineering,procurement, contracts,construction,and commissioning work processes.
- Knowledge of engineering and construction management customarily acquired over time through specialised instruction or practical experience.

You must have excellent organistational skills, attention to detail, ability to coordinate and plan and strong communication skills.
