Are you an experienced Project Controls Manager, seeking the opportunity to enhance your career on a $billion luxury resort project in Morocco?

Our client is one of the Middle East’s premier construction consultancies who have an outstanding reputation of success. They provide project management services on a wide variety of professional projects in various locations throughout the Gulf and North Africa.

Based on the outskirts of Tangiers in Morocco this high profile contract requires a hands on Senior Project Controls Manager to be involved in the development of a luxurious tourist resort covering over 2,300,000 sqm of coastline overlooking the Atlantic Ocean. The resort will include deluxe residential buildings, a variety of spectacular restaurants, an 18-hole golf course, a prestigious country club and picturesque beaches. Project duration 5 years.

Once completed the location is tipped to become a top destination for tourists from Europe, Middle East and North Africa.

Our client is essentially acting as Project Controls Manager on the scheme.

Key Responsibilities:

Responsible as the Senior Project Controls Manager for the management of a multi-disciplinary technical team providing Project Control Management Services for a large mixed use, hospitality, residential and leisure developments in Tangiers Morocco, comprising 2 hotels, golf course, club house, villas and retail zones.

Responsible as the senior representative on the project with direct reporting to the Client organisation and strategic management of all team activities.

Has overall responsibility for monitoring and supervising all activities related to the project ensuring completion to budget and time schedules.

This will include the development, monitoring and schedule/ cost / document / change/ risk/ reporting controls management of project schedules, design consultants, contractors, and on-site construction engineering activities.

Responsible for providing high quality reports regarding project progress, deviations, and time and cost changes.

Responsible for the review and initial recommendation of contractors and designers contract claims and variation requests.

Assists Client Contract Department in development and implementation of the contracting strategy for selection of appropriate companies to ensure adherence to procedure and governance.

Supervises the project team to ensure completeness of technical brief for the tender and optimal technical and financial evaluation.

Provides day-to-day direction and works with Client staff to ensure a high performance, customer service-oriented work environment.

Operates Client and personnel policies and procedures and performance management processes for project staff. Keeps abreast of technical developments, relevant regulations and industry best practice.

Defines and communicates roles, responsibilities and authority to project team members, to ensure project completion in a safe manner, within budget, on schedule, and in conformance with the appropriate standards, specifications and applicable regulatory requirements.

Provide support to client and Project Management participation in the preparation, issue, receipt, review and recommendations of tenders and tender reviews tabulations for accuracy.

Overall responsibility for ensuring scope, design basis and objectives are defined; best practices/lessons learned are identified; detailed work plans, schedules, budgets and procedures are established including: execution plan; contract plan; plan for addressing critical cross-functional work processes and systems, etc.

The candidate will manage a team of 10+ technical staff in planning, QS cost controls, IT, risk management, commercial management and document control.

Requirements

Bachelor's Degree in Civil Engineering, planning, construction management or a related engineering degree.

Minimum 15 years of work experience in the controls management of construction of mixed use, hospitality, residential and leisure developments, of which at least 9 are in a project controls capacity.

North Africa, GCC or Qatar Experience is preferred

Knowledge of materials, methods, tools and programmes involved in construction of buildings.

Knowledge of different international standards, design techniques, and tools in the construction, planning (primavera), estimating & project management.

Knowledge of international conditions of contract such as FIDIC conditions.

Contract language is English but French and/or Arabic will be an advantage

Excellent English language reporting and presentation skills

For the ideal candidate our client can offer a net salary package of circa QAR 50,000 per month (actual salary will be paid in Moroccan Dirhams)
