Description and Desired Qualifications

Project / business overview
The Qatar Integrated Railway Project will provide a high quality integrated transport system comprising long distance, high speed, freight, metro (the Doha Metro Rail Project) and light rail systems will support this vision and the development of Qatar to world class economy status. The value of the Qatar Integrated Railway Project is estimated at US$35 Billion.

The Doha Metro Rail Project is planned to comprise a 192km four-line underground and elevated metro network to serve the developing Doha urban environment. It has an overall implementation timeframe of 15+ years and will require an investment of c. US$17.5 Billion. Approximately 70% of this metro railway network, incorporating three lines, is to be operational by 2020 to serve stadiums for the World Cup event and to meet FIFA commitments.
The construction industry has recently responded to two Expression of Interest (EoI) requests by the Employer for 'Major Underground Design & Build Works' and 'Major Elevated Design & Build Works'. The EoI for the Underground Works identifies four packages that together comprise 22km of underground structure of which 18.5km will be twin-bored using TBMs, and 15 underground stations of which 2 will be 'flagship' stations. The Elevated Works Design & Build packages will be equally significant.

As an important provider of engineering services with an established office, reputation and track record in Qatar of delivery of significant infrastructure projects, Halcrow intends to provide engineering services to an international contracting consortium, in collaboration with another design provider, for one or more significant design & build packages. Halcrow has also successfully been accredited by the Employer to provide services for this major project; one of only a few to do so.

Key role objective

An exceptional project director is required to lead:

Halcrow's development of this major opportunity, both for the initial packages and all later packages.
The bid design for the initial packages, in collaboration with the contractor consortium over 2012 and 2013.
The delivery of the design phases, expected to be over 2013 to 2015.

Purpose and functions:

The work comprises leading a specially assembled team to take responsibility and lead the pursuit / development strategy, tender design and subsequent delivery and management of the design for those contracts won by the design & build consortium.
Key areas of responsibility

The priorities of this role include:
Strategic leadership

Analyse and communicate the project context internally to Halcrow, including the Employer and contractor consortium's business goals and key drivers.
Set the overall project strategy to maximise Halcrow's work winning capability on this project and ensure that Halcrow maintains a strong position relative to competitors.
Identify and quantify the external and internal risks that will affect both the various tender delivery and design delivery phases for the overall Doha Metro project.
In conjunction with senior members of the contracting consortium (client), define and communicate the project direction to the Employer, partners, suppliers and staff.
Grow the relationships developed on this project with the Employer, the contractor consortium, partners and sub-consultants and capitalise on partnership opportunities.

Operational and technical leadership

Develop and review delivery strategies at tender stage.
Ensure the project is delivered to cost, quality and time requirements.
Ensure the use of best-practice project management tools, processes and techniques.
Ensure robust project plans and forecasts are produced and regularly updated.
Ensure that resource plans are communicated and resource conflicts are resolved.
Ensure that project risks are identified, documented and managed, including monthly reviews of projects and project portfolios.
Report monthly on project performance.
Ensure compliance with safety, health, environment, quality (SHEQ) requirements.
Promote global delivery, innovation, value management, continuous improvement, knowledge-sharing and sustainable solutions.

Client management and reputation

Build and maintain relationships of trust with key client and partner personnel.
Obtain and act on client and partner feedback.
Deal effectively with major client or partner issues.

People leadership

Provide overall leadership to the tender and project teams; communicate the organisational culture and ethos.
Ensure understanding of the project vision and set the values for the project organization.
Ensure the compliance with business integrity policies within Halcrow, partners and the supply-chain.
Select and appoint the project manager and key appointments and manage their performance.
Plan the resources needed for the project and ensure they are available at the right time.
Monitor and enhance engagement of employees in the project team.

Corporate leadership

Take responsibility for the positive public relations and profile of Halcrow with the Employer, the client and in the wider marketplace.
Coordinate all external communications relating to the project.
Share knowledge and best practice.
Ensure all activities for the client comply with Halcrow business principles.

Commercial leadership

Manage project profitability, capital employed and cash flow.
Minimise risks to Halcrow wherever possible.
NEC Conditions of Contract Option C for contracts are expected – ensure changes are identified and are managed under the agreed/contracted process.
Ensure efficient use of resources and assets to deliver the project.
Manage project related procurement in the best commercial interests of Halcrow.
Manage insurance and bonding.

Basic Qualifications

Key requirements

The ideal candidate should possess and be able to demonstrate the following skills and knowledge. These points should align with the key areas of responsibility:
Essential Qualifications & Experience

Experience of successfully directing and leading the design of a similar multi million dollar transport project in a 'design & build' environment.
Knowledge and experience of structured project management methodologies.
Client relationship management experience at a senior, strategic level.
Formal training and certification in project management such as PMP or APMP is a plus.

Experience of NEC Contracts.
Commensurate academic qualifications.
