Project / business overview
A leading consultancy in transport, development and natural resources, Halcrow is part of CH2M HILL Company who employs around 30,000 people. The company has a well-established network of more than 80 offices around the world, from which we contribute to commissions in over 90 countries and consultancy services across a geographic region encompassing the Middle East, Pakistan and Africa. This culturally, economically and environmentally diverse region has seen remarkable development over the last 30 years and Halcrow has played a leading role in its development since 1955.

Key role objective

The principal function of this position is:
The Project Director (PD) is accountable for leading a mixed portfolio of projects, but predominantly infrastructure, to time, cost and quality expectations. The PD's portfolio would be worth up to £5 million (100,000 person hours per year) or considered to be of critical regional/strategic importance. The PD builds and maintains relationships of trust with key client personnel to communicate the project delivery solution, manage client expectations and build up the client account through trade up and cross-selling.
This position would be based out of Damascus, Syria but the successful candidate must be willing to travel and live anywhere in the MEAF region; particularly Kuwait and Saudi Arabia.

Key areas of responsibility

The priorities of this role include:
Strategic leadership

Analyse and communicate the project context including the client's business goals and key external and internal drivers
Set the overall project strategy to deliver the goals of the client and of Halcrow
Communicate project direction to the client, Halcrow staff and to partners and suppliers
Ensure that Halcrow maintains a strong position relative to competitors with the client
Identify and quantify external risks affecting the project implementation

Operational and technical leadership

Develop and review delivery strategies at bid stage
Ensure the project is delivered to cost, quality and time requirements
Ensure the adoption of best-practice project management tools, processes and techniques
Ensure robust project plans and forecasts are produced and regularly updated
Ensure that resource plans are communicated to practice areas and resource conflicts rapidly resolved
Ensure that project risks are identified, documented and managed, including monthly reviews of projects and project portfolios
Report monthly on project performance
Ensure the project complies with tax and legal requirements
Audit of compliance with safety, health, environment, quality (SHEQ) requirements and of remedial actions
Promote global delivery, innovation, value management, continuous improvement, knowledge-sharing and sustainable solutions
Ensure delivery of project balanced scorecard targets

Client management and reputation

Build and maintain relationships of trust with key client personnel
Obtain and act on client feedback and survey results
Identify and action opportunities to trade up and cross-sell
Deal effectively with major client issues including performance shortfalls and disputes

People leadership

Provide overall leadership to the project team
Align Halcrow staff with the Halcrow culture and values
Ensure understanding of the project vision and set the values for the project organisation
Ensure the compliance with business integrity policies within Halcrow, partners and the supply-chain
Select and appoint the project manager and key staff and manage their performance
Plan the resources needed for the project and ensure they are available at the right time
Monitor and enhance satisfaction of staff in the project team
Act as a role model for collaborative working with other project directors and senior managers
Mentor project managers and others in developing careers in project management/leadership

Corporate leadership

Take responsibility for the positive public relations and profile of Halcrow with the client and in the wider marketplace
Establish and assure compliance with country-specific and regional policies
Ensure compliance with country legislation
Ensure completion of all corporate information requirements including project data sheets and notices of PI claims
Coordinate all external communications relating to the project
Share knowledge and best practice within Halcrow
Ensure all activities for the client comply with Halcrow business principles

Commercial leadership

Manage project profitability, capital employed and cash flow
Minimise risks to Halcrow wherever possible
Successfully negotiate claims and variations
Ensure efficient use of resources and assets to deliver the project
Manage project related procurement in the best commercial interests of Halcrow
Manage insurance and bonding

Basic Qualifications

Key Requirements

The ideal candidate should possess and be able to demonstrate the following skills and knowledge. These points should align with the key areas of responsibility:

Has advanced knowledge and skills in Highways and Interchanges Design and desirably knowledge on other speciality fields (Bridges, Infrastructure, Drainage or the like).
Client liaison and maintaining the technical quality of projects
Knowledge / experience on Pavement Design would be an added advantage.
Keeps abreast of latest technical developments on Highway Design/Project Management.
Ability to prepare/review various design reports and Tender/Contract Documents. Awareness on Contract Conditions and method of measurements
Exercises substantial element of personal responsibility in technical tasks.
Supervises or co-ordinates the design team.
Conversant with budgetary/project cost control and management systems.
Continues to build up technical knowledge and skills relevant to the work of the dept/business unit and project through formal training and contributes to the skills development of others.
Demonstrated skills in communication including presentations.
Competent to review work of other professional staff/Project Managers and direct a team.
Maintaining the Client relationships by meeting or exceeding their expectations

Minimum qualifications

Essential:

Minimum of 15 years of relevant experience, 5 of which were in a senior/similiar role successfully directing multi- million pound infrastructure projects preferably in the MEAF region
Knowledge and experience of structured project management methodologies
Client relationship management experience at a senior, strategic level
Strong leadership capabilities
Degree in Civil/Transportation Engineering or related discipline
Fluent in spoken and written Arabic and English

Desired:

Chartered Engineer
Formal training and certification in project management such as PMP or APMP is a plus
