Job description / Role

Employment: Full Time

With over 30 years experience operating within the Qatari Oil & Gas market our client has an outstanding reputation for providing contracting & technical services to a wide variety of clients within the region. They urgently require a Project Manager to join their Doha, Office.

Job Purpose:

This position is responsible for the overall management of the Project Team and oversight of all phases of the projects, including coordinating workers, material, and equipment, ensuring that specifications are being followed; work is proceeding on schedule, within budget and is the key decision maker for the entire project.

Detailed Duties & Responsibilities:

Strategic
Develops the annual plan, schedule and overall budget estimates for his function
Benchmarks and Develops best in class processes, guidelines, performance and quality standards for the management of projects
Develops systems to ensures compliance with all regulatory and HSE requirements.
Provides the management with periodic status reports of the Project Manager under the control of the team.

Operational

To Oversee and approve
Develops the project specific plans, outlining timelines, schedule of activities and resource requirements and controls the project as per the project plan.
Obtains approvals from Client, Consultants for all the material approvals, shop drawings, and work execution schedules.
Orders for all approved materials and equipment and ensures timely delivery as per the work execution schedule.
Prepares all as built drawings, O & M manuals, Testing & Commissioning Manuals
Tests and commissions all the works carried and hands over the project to the client.
Ensures Zero Accidents and all quality records signed off.

To Oversee

Contract management
Reviews and Studies in detail and is aware of the scope of works described by the contract document, project specifications, contract drawings & BOQ
Planning:
Prepares the work execution schedule (proposed) with start / finish dates for all the project activities and submits to client for approval (in coordination with planning).
Coordinates with Planning & Engineering Department for all engineering work such as submittals, shop drawings, work execution plans etc.
Coordinates with the Procurement department to get the approved technical offers (Meeting Budget) from suppliers and forwards to Planning and Engineering department.
Client :
Attends Client progress review meetings with Project Managers ( as required)
Establishes proper and efficient communication contact with client on the project, to support the team.
Ensures proper project closure
Construction:
Develops site construction plan / installation method statements and procedures in coordination with construction manager
Reviews construction register.
Engineering:
Sets targets for technical coordinator and the project engineers to prepare material submittals / drawings for consultants review & approval as per the approved work execution schedule.
Attends meetings with the consultants regarding technical clarifications of the submittals / DRGs ( Strict with the project specifications, Contract Drawings & BOQ )
Obtains all material submittal approval in time.
Procurement:
Ensures that Procurement Department ordered the materials on time as per the approved submittals and works execution schedule.
Attends Project coordinating meetings with client, consultants, Main contractors, Sub-Contractor etc.
Coordinates with the Procurement department and arranges suppliers meetings for the materials and improved delivery time and special requirements, if any.
Organizing:
Allocates labor & equipment for the project.
Coordinating with the safety engineer / officer for the safely aspects for the entire project execution to completion time.
Coordinates with the sub contractors & holding meetings with them to get inline with the work execution schedule and completion.
Supervises and Sets Targets for the technical coordinator and project engineers to prepare O&M manuals, testing & commissioning manuals, pre testing and commissioning of equipments and handing over spare parts
Ensures successful completion of the project in time & in line with the given budget and final handing over the project obtaining completion certificate from the client.

Financial
Coordinating with Cost Control department when preparing the evaluations as per the BOQ ( materials supply & installation )
Follow up the payments for evaluations and receive the payment certificates.
Develops costing and budgets for the overall as well as the specific aspects of the project and obtains appropriate approvals and adequate funding for the same.

People
Ensures proper selection and training of staff directly reporting to this position
Provides adequate one on one counselling and coaching to all direct reports with a view to guiding them towards delivering on their job mandates
Manage the staff and staff deployment within the project, set and agree targets and objectives in line with the project plan and requirements and monitor performance and provide the necessary support to enable the project team to meet their objectives and perform to their full potential.

Requirements

Preferred Candidate;
BSc in Mechanical Engineering or Electrical/ Instrumentation Engineering
Minimum 10 Years of relevant experience in a similar company with at least 5 years in a similar position in a similar capacity
Proven track record with recognized international standard companies, particularly in Middle East Operations and Projects.
Experience in demonstration of project planning, performing, monitoring and reviewing all the functions.
Liaison: The PM should establish and maintain a network of relationships with outside persons to bring information from favoring the organization.
