We are looking for a Project Manager- Testing & Commissioning to provide overall direction and management of completed construction projects received from the Senior Project Manager before turn over to the client.

The Testing and Commissioning Project Manager must work with the Project Managers to ensure that the project operation parameters are well understood and proven and serve as a commissioning subject matter expert, project manager and Client Coordinator for Lusail and projects.

KEY ACCOUNTABILITIES:
- Confirm, approve and audit the plans and procedures in relation to pre-commissioning, commissioning, start-up and performance testing of facilities.
- Establish strategies for the commissioning activities and establish a Testing and Commission Plan Guidelines and Standard forms covering all project phases and all project objects.
- Review, Approve, and audit the individual project commissioning plans and procedures from Contractors in addition to HSSE procedures, including Lock Out/Tag Out, to ensure the safety of personnel during pre-commissioning and commissioning.
- Evaluate program requirements for all commissioning activities for Lusail and the Contractors and oversee system completion and functional testing
- Understands the use and operation of Building Automation Systems (BAS) and the application of such to controls for lighting and HVAC equipment control and scheduling
- Work closely with the QA/QC Manager to ensure the Contractors have adequate Quality Assurance procedures for commissioning activities and Contractors are following those procedures
- Work closely with the Contractors, vendors and suppliers in resolution of technical problems and to ensure that identified deficiencies are repaired and update as to actual site conditions.

Requirements

- 4-year degree in Mechanical or Electrical Engineering or related technical field.
- 15 years of post-graduate experience with demonstrated testing and commissioning experience in major projects.

COMPETENCIES:
- Incumbent must have a broad general technical background.
- Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required.
- Strong Leadership skills and the ability to lead a complex team, made up of project engineers, equipment vendors, suppliers, operations and maintenance personnel.
- In addition, must be knowledgeable of current technology and how it can be effectively utilized on the project.
- Excellent interpersonal, negotiation, report writing and communication skills.
