As part of our Transportation Business Group you will deliver a high quality integrated transportation projects in one of the following areas of long distance, high speed, freight, metro, light rail systems, highways and airports. These projects are in support of our clients’ visions and the development of their growing and developing cities and economies in the Middle East and Africa region.

As an important provider of engineering services with an established office, reputation and track record in the region for delivery of major projects, “Halcrow part of the CH2M HILL family” is supporting our clients to provide program delivery services for the future of their new transport networks.

The role of Project Manager is for the design aspects of the project. The Project Manager is responsible for the effective delivery of the project and the management of the team members and sub-consultants to achieve the required quality and safety standards within the tight project programme and to budget.

The Project Manager reports to the Project Director, and works alongside the Challenge Team to ensure the technical veracity of the project deliverables. The Project Manager works along side the mobilization team to ensure the project is established in line with the required delivery model. The project controls manger and administration teams report to the Project Manager, along with the Design Managers and Team Leaders for each of the Expressway Projects.

Job Responsibilities/Accountabilities:

Support the Project Director by providing the management of the design deliverables for project, to achieve the project programme, budget and quality.

Acts as the prime point of contact for the delivery of the project design, and building a trusted relationship with the client and stakeholders.

Manages the implementation of safety in design of the project and ensures the H+S documentation is completed (similar to the UK CDM Regulations).

Establishes the project quality procedures and ensures that they are adhered to.

Team leadership and management of multi-discipline teams, and ensures designers address coordination issues.

Use and manage design teams both locally and globally to efficiently and effectively deliver the project designs.

Establishes agreements with sub-consultants and management protocols to ensure compliance with the project quality plan and their delivery to time, budget and quality.

Manages the interfaces with the Road Safety Audit team and the Independent Design Checker.

Responsibility for the financial success of the project.

Plans, budgets, organizes and coordinates activities for assigned staff and the delivery of the projects.

Evaluates, selects, and adapts techniques, procedures, and criteria to suit job tasks.

Devises and implements solutions to problems encountered.

Provides technical guidance and shares knowledge with other engineers.

Directs liaison with the client, government authorities and other third-party entities.

Ensures disciplines effectively identify, manage and report project risks.

Directs the meeting of statutory and regulatory requirements

Requirements

Previous experience as the Project Manager on a major complex highways project, ideally in the Middle East region within the last 5 years.

Minimum twenty years post graduate experience in the design and management of major highways projects.

Have a BSc in Civil Engineering from an internationally recognized and accredited university.

Minimum of 10 years post chartered (or PE registration) experience.

Fully understand the design and management of complex highways projects and the interrelationship between the associated design disciplines.

Be able to communicate effectively with design delivery teams and motivate them to meet the project objectives.

Be commercially astute, and have experience in managing the budgets and scope of complex highways projects.

Good leadership skills, and be able to work in a multi-cultural and multi-discipline team.

Have experience in monitoring and implementing Health and Safety in design practice (i.e. UK CDM Regulations or similar).

Excellent communication and report writing skills, and good presentation skills in English.

Written and spoken Arabic skills are beneficial but not essential.
