Purpose of the position:

The Proposal Manager is responsible for the preparation of all assigned proposals, from concept through presentation to the customer. The proposal shall meet the requirements of the customer and clearly define the scope of work and services to both the client and the internal execution group. The Proposal shall be prepared in a timely manner to comply with internal review requirements and customer requirements.

Key Responsibilities:

Responsible for the development and implementation of relevant and actionable proposals and assistance with supporting documents in support of proposals developed.
Work with the Business Unit Manager and Account Manager to prepare a proposal plan that meets the objectives of the proposal budget and timeline.
Draft, organize, track, circulate for review and finalize proposals inclusive of the following: Resource utilization, Professional Fees, Pass-Through Costs, Vendor Pricing, and supporting text.
Prepare initial assessment of the technical, financial, schedule or any other unusual risks associated with a proposal.
Initiate Risk Analysis, Costing and Selling Price definition.
Clearly define the Scope of Work and Services offered to the Customer and identify any clarifications or exceptions to the Customer’s inquiry.
Maintain knowledge of approved company vendors, estimating methods as well as project execution procedures.
Work with Strategic Operations to modify the proposal process (as needed), customized proposals to meet clients’ needs, and present Company capabilities and strategies.
Work closely with multiple departments to establish effective costing of each proposal. Obtain assistance from other departments (Engineering, Estimating, Contract Administration, Construction, etc.) as required to prepare the proposal.
Prepare project information and proposal schedule.
Manage project team for proposal.
Assist with the development, implementation and management of proposal templates, budget analysis, and other costing systems.
Ensure that senior management and all departments are informed of proposal status through reports.
Conduct Proposal Challenge with senior management.
Manage and responsible for the archival of corporate documentation including final versions of proposals and RFIs submitted.
Coordinate and execute strategy meetings.
Client interface (as requested).
Obtain feedback from projects for “lessons learned” to incorporate in future proposals.
Prepare and lead the Proposal Turnover meeting with supporting documentation.
Proposal hand-over to customer and negotiations
Confirm the Cost Book for all successful Proposals.

Requirements

University or Bachelor's Degree in Mechanical or Chemical Engineering.
Minimum of 10+ years of experience in Oil & Gas/Petrochemical/Chemical Industry or in EPC business
Working knowledge and experience with preparation of budgets, schedules and cost estimates.
Organizational skills and time management.
Effective communications skills both written and verbal for interface with Clients and co-workers.
Basic understanding of the petrochemical market
Basic understanding of Petrochemical Process and Technologies
Experience on construction sites and/or commissioning of process plants is advantageous
Intercultural experience
Positive, self-confident and committed appearance
Good understanding of EPC Projects
Able to work in a team environment (Engineering, Purchasing, Estimating, Construction, etc.).
Effective computer skills: Microsoft Office Software, Lotus Notes, and other Company and discipline specific software applications.
