Description and Desired Qualifications

CH2M HILL - QA/QC Manager - Abu Dhabi, UAE

The challenge? Helping ensure the supply of our world's oil and gas. At CH2M HILL, we deliver solutions that span the entire breadth of the oil industry. Our QA/QC Manager job will provide you with the opportunity to work in a Project Management Consultant capacity on an exciting large scale sour gas development located within some the largest sand dunes in the world. This project represents a new era in gas development and will set a benchmark for the world gas processing and treatment industry. You should be a self motivated, detail oriented professional with a minimum of 15 years experience working within the oil and gas industry and a minimum of five years working within the GCC.

Basic Function & Scope

Establish and implement a PMC Project Specific Quality Plan in accordance with CH2M HILL's Quality Manual and the project quality requirements.

Ensure that the EPC contractor has in place a Quality Plan sufficient to meet the project quality requirements and that work is being carried out in accordance with that quality plan.

Direct and manage the QA/QC during EPC in a manner that achieves project quality requirements within the cost and schedule targets set by company.

Key responsibilities of this position include:
Establish and implement a PMC Quality Plan outlining objectives, quality systems, audits, and reviews together with related/referenced procedures.

Ensure that the EPC contractor has developed a project specific quality plan in accordance with ISO-9001:2000 requirements and monitor to ensure compliance with the approved quality plan.

Review all EPC project specific procedures for compliance with quality and schedule requirements.

Carry out quality audits of the EPC contractor and its subcontractors and vendors for compliance with the requirements of the EPC contract and the approved quality plan.

Review EPC contractor's quality audit reports to ensure the effectiveness of the audit function, standard of reporting and resolution of issues.

Monitor the planning and execution of quality control inspection by the EPC contractor

Review inspection reports and monitor the effectiveness of the inspections.

Supervise EPC contractor QA/QC performance through spot inspection.

Carry out regular audits of the PMC team in accordance with the PMC quality plan to ensure compliance to contract and quality requirements.

Identify non-compliances and follow up with corrective actions.

Ensure that QA/QC culture is visible across all project levels.

Assist the client in the section of Third Party Inspection (TPI) contractors.

Develop and overall plan for involvement of TPI covering source inspection and site construction activities.

Ensure that TPI personnel are mobilized in a timely and cost effective manner.

Monitor the work of the TPI contractors to ensure adequate inspection and performance.

Participate in engineering design reviews to ensure that cost effective solutions in engineering design are adopted while maintaining quality, constructability, operability and maintainability.

Guide & direct EPC CONTRACTOR, as applicable to ensure that project deliverables fully reflect QA/QC requirements and other specific guidelines set by company.

Participate in developing the inspection and test plans.

Monitor the site construction activities and report any non-conformance and the required corrective actions.

Provide input to the collection of Lessons Learned for the project.

Basic Qualifications

Key qualifications for this position include:

A bachelor's degree in Engineering from an accredited university with minimum twenty (20) years of project experience in the oil/gas industry.

Registered Professional Engineer with technical certifications such as ASNT, AWS or ASQ preferred.

Fully familiar with the requirements of ISO 9001 for Quality Management Systems and able to develop, maintain and implement a QMS in accordance with that standard.

Experience on large-scale oil/gas and petrochemical capital projects.

Has clearly demonstrated strong engineering competence.

Ability to work within a diverse cultural environment.

Demonstrated interpersonal/teambuilding skills.

Work effectively with peers in a multi-disciplinary environment.

Good command of written and spoken English, Strong oral communication skills.
