We provide a full range of design, engineering and project management services for buildings, transportation and other infrastructure programmes

Atkins in the Middle East now employs around 2,500 staff serving Gulf clients across all market sectors from offices in Abu Dhabi, Al Ain, Doha, Dubai, Jeddah, Kuwait City, Manama, Muscat, Riyadh, Sharjah.

Role:
This role is required to lead a team of quality assurance personnel in ensuring the Quality Assurance plan (QAP) is implemented in the the Design and Construction of around 20km of micro tunneled sewerage system, including a number of temporary and permanent shafts, in Doha.

It is a full time site based role, in Doha Qatar for duration of 30 - 55 months, commencing in Q1 of 2015.

The QAM will report directly to the Quality Control Engineer (QCE) Lead; and shall be responsible for supervision of the construction QA/QC activities and ensuring compliance with the PQP, Inspection and Test Plans and QAP, as well as associated specifications and contract documentation.

The QAM shall be an individual with Tunneling and QAM experience, who will lead a team of engineers and inspectors, in ensuring all design and construction works by the EPC contractor and his designer/s meet the quality specified.

He/She shall have tangible Project Management experience, where he/she has been responsible for project accounts, has led a delivery team and managed client expectations.

The QAM shall be responsible for Systems Review and Approvals, which include the Contractor PQPs, Risk Management Plans, Design Management Plans, OH&S, and Environmental Management Systems etc.

The QAM shall support the QCE Lead in building and developing effective and collaborative working relationships with the key stake holders of the project in order to positively influence the delivery of the design and construction of the project to the quality specified

Responsibilities
- Effective and timely reporting;
- Lead the development of the Quality Assurance Plan (QAP) in accordance with the contract requirements.
- To carry out the day-to-day management of the Project.
- To ensure our scope is well understood
- Co-ordinate the technical services being provided by all parties, including other Business Sectors and sub-consultants, and facilitate integration as required
- Setting up the administration and finance system requirements
- To deliver the services in accordance with the Project Agreement and achieve the financial objectives set at the commencement of the Project.
- Provide the principle point of contract with the client for the delivery of the Project services, and through which other Business Sectors and sub-consultants operate.
- Prepare a Project Execution Plan and Project Quality Plan and monitor delivery of our services to these documents.
- To manage risk (including technical risk) and change control effectively and to ensure to update the Project Risk, Issues and Change registers on at least a monthly basis.
- Review deliverables against the resource schedule and programme to establish performance against spend and programme to enable an accurate cost to complete to be maintained.
- Prepare the monthly project review in conjunction with the Project Director and explain and propose appropriate action in relation to any negative variances.
- Maintain agreed cash flow objectives by billing in accordance with the agreement, and work to resolve queries or disputes on invoices as soon as they are identified.
- Ensure delivery is in accordance with the Atkins Technical Assurance Goals and Atkins Design Principles;
- To ensure the safety critical aspects of the project are identified and actively managed
- To manage the Technical interfaces with the client and other stakeholders
- To ensure the project team communicates Technical information effectively
- To coordinate the Technical services being provided by all parties, this includes all other business units and sub-consultants
- To ensure Project technical reviews, as identified in the Project Plan or as required by the Project Technical Reviewer are undertaken.

Requirements

Candidates must have experience executing the following tasks on complex projects:
- Define a clear scope for the project during bid stage including providing accurate estimates for work.
- Communicate with, negotiate with and influence stakeholders
- Understand and define roles required throughout the project.
- Project Planning - forecasting, scheduling and resource allocation.
- Procurement of internal resources, sub consultants and other goods and services.
- Regular monitoring of progress against a baseline using Earned Value analysis
- Adhere to change control policies to provide formal records of project change.
- Monitor and understand risks and issues; able to identify concerns that threaten the projects objectives, mitigate and minimise threats and maximise opportunities.
- Establish an effective project review process to help project achieve a successful outcome.
- Ensure the outputs of the project and the process by which the outputs are delivered meet stakeholder needs and requirements.
- Communicate effectively within your team ensuring that conflicts are avoided.
- Lead your team to a successful outcome.

Qualifications:
- Bachelors and/or Post Graduate degree in quality, science or engineering from a WHED accredited educational institution; degree in engineering or engineering technology is desirable; Chartered / Professional status. Proof of current membership or registration with an internationally recognised professional organisation from North America, Great Britain, Europe, Australia or equivalent.

Essential Criteria:
- Should have 15 years minimum professional experience of which 10 should be in a similar work;
- Must be an excellent team player and able to work with, coach, mentor and energise others in the team;
- Must have a good analytical approach with drive to achieve results;
- Should have excellent English language communication skills (written and oral).

Desirable Criteria:
- Working experience in GCC is preferred.
- Good Arabic language skills.

- Ability to influence and coach others;
- Effective communication and interpersonal skills;
- Good computer skills in MS Office and other software tools;
- Ability to meet tight delivery requirements;
