Quality Control Engineer (QCE) Lead - Chartered Engineer

Role:
This role is required to lead Quality Control team for the Design and Construction of around 20km of micro tunneled sewerage system, including a number of temporary and permanent shafts, in Doha.

It is a full time site based role, in Doha Qatar for duration of 30 - 55 months, commencing in Q1 of 2015.

The QCE Lead will report directly to a senior management from the Contractors organization that is not directly involved in this Contract, and will have the authority to act in all quality matters and to make prompt changes in construction procedures if and when necessary to positively ensure the quality specified.

The QCE Lead shall be an individual with Tunneling and QA/QC experience, who will lead a team of engineers and inspectors, in ensuring all design and construction works by the EPC contractor and his designer/s meet the quality specified.

He/She shall have tangible Project Management and/or Project Director experience, where he/she has been responsible for managing professional services contracts, project accounts, has led a delivery team and managed client expectations.

The QCE Lead shall build and develop effective and collaborative working relationships with the key stake holders of the project in order to positively influence the delivery of the design and construction of the project to the quality specified.

Responsibilities:
- Overall responsibility for the delivery of the project to the contractual arrangements and the financial outcome in accordance with the agreed financial objectives and with the clients requirements
- Effective and timely reporting;
- Ensure compliance with the Atkins Technical Assurance Goals and the Atkins Design Principles
- Ensure the safety critical aspects of the project have been identified and are being managed appropriately
- Ensure that there is a clear technical strategy for the project
- Monitor all work executed, at all stages, to ensure that an accurate and professional service is offered
- Ensure that contractual deliverables are produced and issued on time and in compliance with the clients requirements
- Ensure that the Group's mandatory procedures are adhered to
- Create a positive and proactive approach that drives the whole of the team
- Conduct team meetings and direct actions
- Review the monthly project review in conjunction with the Project Manager and understand and approve appropriate action in relation to any negative variances.
- Overall responsibility for ensuring the contractor and his designers meet the specified design and construction quality requirements
- Lead and manage a team of senior engineers, inspectors and Quality Assurance Manager;
- Act as Atkins Project Director in ensuring client expectations are met, project is resourced in a timely manner and ensure the project is delivered within the predetermined commercial targets.
- Support the Project Manager by ensuring that QA controls have been applied to the Atkins supply chain (selection process, systematic and other collaborative working arrangements, assessment of deliverables, 2nd party internal audits);

Requirements

Technical / Project Management Competencies:
- Candidates have successfully executed all of the competencies below by directing the management of complex projects and/or programmes for an organisation or functional unit.
- Define a clear scope for the project during bid stage including providing accurate estimates for work.
- Communicate with, negotiate with and influence stakeholders
Understand and define roles required throughout the project.
- Project Planning - forecasting, scheduling and resource allocation.
- Procurement of internal resources, sub consultants and other goods and services.
- Regular monitoring of progress against a baseline using Earned Value analysis
- Adhere to change control policies to provide formal records of project change.
- Monitor and understand risks and issues; able to identify concerns that threaten the projects objectives, mitigate and minimise threats and maximise opportunities.
- Establish an effective project review process to help project achieve a successful outcome.
- Ensure the outputs of the project and the process by which the outputs are delivered meet stakeholder needs and requirements.
- Communicate effectively within your team ensuring that conflicts are avoided.
- Lead your team to a successful outcome.

Qualifications:
- Bachelors and/or Post Graduate degree in quality, science or engineering from a WHED accredited educational institution; degree in engineering or engineering technology is desirable;
- Chartered / Professional status. Proof of current membership or registration with an internationally recognised professional organisation from North America, Great Britain, Europe, Australia or equivalent.

Essential Criteria:
- Should have 15 years minimum professional experience of which 10 should be in a similar work and 5 years should be in managerial position;
- Must be an excellent team player and able to work with, coach, mentor and energise others in the team;
- Must have a good analytical approach with drive to achieve results;
- Should have excellent English language communication skills (written and oral).

Desirable Criteria:
- Working experience in GCC is preferred.
- Good Arabic language skills.

- Ability to influence and coach others;
- Effective communication and interpersonal skills;
- Good computer skills in MS Office and other software tools;
- Ability to meet tight delivery requirements;
